We are seeking an experienced and motivated Lead Social Worker to oversee a team of 1-4 junior social workers for a six-year Social Transformation Project aimed at uplifting low-income families (herein referred to as clients) towards a better future. This role involves both managing the team and handling some cases personally. The project involves the establishment of a dedicated community hub offering holistic and integrated support services — including career guidance, child and youth development programmes, family therapy, counselling, and medical services. The Social Worker will work closely with a multi-disciplinary team running the hub, providing case management and continuous support to clients throughout their transformation journey. This role requires active collaboration with multiple stakeholders — including government ministries, statutory boards, social service agencies, and NGOs — to ensure seamless project design, implementation, and day-to-day operations once the community hub becomes fully operational.

The hired person will also have to be:

  1. Prepared to work shifts, including weekday evenings and weekends, and may be required at times to return to the office for emergencies.
  2. Open to learning OCTAVE's model of shifting consciousness, which entails attending overseas residential training programmes lasting more than a week.

Key Responsibilities

  • Supervise and guide junior social workers, providing direction on case management standards while fostering a supportive and collaborative team environment.
  • Coordinate integrated community programmes and services, working closely with internal teams, volunteers, and external partners (government, NGOs, and agencies) to ensure holistic support for families.
  • Oversee risk management, budgeting, and monitoring and evaluation frameworks to ensure effective implementation, accountability, and continuous improvement of programmes and services.

Minimum Requirements

  • Bachelor's Degree in Social Work, Sociology or Public Administration preferred. A Master's Degree will be an advantage.
  • Have an accreditation with Singapore Association of Social Workers.
  • Minimum of 10 years of experience in social work case management, with at least 5 in a supervisory position. Experience working in the public sector, the Ministry of Social and Family Development (MSF) and Ministry of National Development (MND) will be a strong advantage.
  • Stakeholder Engagement: Proven experience in working with government ministries, social service agencies, volunteer organisations, and NGOs.
  • Strong Interest in Social Mobility Issues: In-depth understanding of issues related to poverty alleviation, community development, and family support services.
  • Communication Skills: Excellent verbal and written communication skills, with the ability to influence and negotiate with diverse stakeholders. Ability to speak Mother Tongue (Mandarin, Malay, Tamil will be a bonus).
