Senior Fire Safety Manager

This SFSM & WSHO role encompasses supervision of fire safety systems, emergency preparedness, daily risk checks, ensure compliance with fire safety and workplace safety and health (WSH) regulations and supporting the implementation of WSH policies and practices in alignment with regulatory and contractual requirements.
Fire Safety Management:
- Serve as the appointed Senior Fire Safety Manager (SFSM) in accordance with SCDF regulations for the site.
- Conduct regular fire safety inspections at the site, at least once a month or as required by SCDF.
- Develop, implement, and review the site's Emergency Response Plan (ERP) to ensure preparedness and compliance.
- Organise and lead Company Emergency Response Team (CERT) activities, including fire drills, evacuation exercises, and table-top simulations.
- Oversee the Fire Command Centre (FCC) operations during emergencies.
- Ensure all fire protection systems (e.g. sprinklers, alarms, extinguishers) are functional, certified, and well-maintained.
- Oversee contractors involved in the maintenance of fire protection, public address (PA) systems, and other related systems.
- Liaise with SCDF for audits, inspections, and compliance submissions, and fulfil any related requirements from SCDF or HDB.
- Investigate and report all fire-related incidents and near misses in a timely and thorough manner.
- Maintain and update fire safety records, including the Fire Certificate, in line with authority requirements.
- Conduct regular fire risk assessments and recommend improvements.
Workplace Safety & Health:
- Developing, implementing, and maintaining WSH plans and programs to ensure continuous improvement in WSH performance and compliance with contractual requirements
- Conduct regular risk assessments, safety inspections, and audits to identify and mitigate potential hazards.
- Ensure all contractors and service providers comply with established Safe Work Procedures (SWP).
- Organise and lead toolbox briefings and WSH committee meetings to raise awareness and encourage a strong safety culture.
- Investigate and document all WSH-related incidents, including near misses and unsafe practices.
- Ensure full compliance with the WSH Act, other relevant legislation, and contractual WSH requirements to guarantee the safety of all personnel.
- Maintain accurate records and documentation for WSH compliance, including Risk Assessments (RA), Permit-to-Work (PTW) forms, and incident reports.
- Organise and participate in WSH education programs such as training sessions, talks, and other activities aimed at fostering a safe and healthy working environment.
- Identify unsafe work practices or conditions and recommend appropriate control measures.
- Liaise and communicate with contractors regarding WSH matters, ensuring clear and effective communication.
- Follow up on all outstanding safety-related issues to ensure timely resolution.
- Undertake any other fire safety/WSH duties as assigned by the management.
Job Requirements:
- Minimum WSQ Specialist Diploma in WSH / Degree in Occupational Health or relevant degree.
- Must be registered under SCDF with valid FSM certificate & MOM Workplace Safety and Health Officer (mandatory) with at least 3 years of relevant practical experience.
- In-depth knowledge of WSH Act, regulations, and Codes of Practice.
- Skilled in conducting risk assessments, safety audits, and incident investigations.
- Effective decision making (under pressure), communication (written and verbally across different levels), presentation skills.
