Electrical Project Engineer

Your role

Our major Oil and Energy Downstream Client is looking for Electrical Project Engineer who will be part of Site Infrastructure & Program, Electrical & Instrument department and responsible for project, construction management and execution of electrical projects. You will manage and execute Electrical scope/element of capital projects for site wide programs in a safe, timely, reliable and within budget. You will provide technical review, scope clarity, cost estimate and schedule input, constructability, etc, for Capital Project in Define and Execute phase. You will support multidiscipline projects for procurement, contractor services, execution and red line mark up.

Project Management/Construction:

• Manage electrical project construction team, resolving more complex issues.
• Resolve escalation on electrical Project/Construction and Turnaround issues.
• Coordinate and manage the delivery and construction of CAPEX Projects.
• Support the front-end development of projects including definition and planning, estimating, requests for endorsement and approvals.
• Prepare Project Execution Plan, and Contracting and Procurement strategy.
• Manage the engineering and implementation contractors (IC) for the Electrical Masterplan projects
• Ensure compliance to the Site HSSE and Process Safety standards, local requirements i.e. Energy Market Authority Act, Electricity Act and local Code of Practices during construction and turnover
• Ensure deliverables from Engineering and Implementation Contractor (IC) are properly reviewed in terms of scope completeness and Bukom Engineering Practice (BEP) and project specifications.
• Participate with the contractors and Client Project Delivery engineers in the FEED, Constructability Study, visits to contractor's premises for project meeting and review to ensure contractor's deliverables are in conformance with intended quality, project schedule and cost
• Participate with the project teams in the Safety Systems Design studies: SAFOP, HAZID, HAZOP, Design Safety Review and others such as 3D Model Review, Constructability Review, Flawless Start Up
• Manage contract and support Contract and Procurement team in request for quotation, commercial bid evaluation leading to successful and timely contract award.
• Provide technical support to commissioning and start-up team with special focus on integrity of electrical installations as and when needed
• Actively monitor and improve the productivity of engineering contractors and engineering design team
• Coordinate request for derogation/ deviation throughout the project originating from in-house or Engineering Contractor
• Coordinate the Desktop Safety Review, inter disciplinary review, IFD, IFR, IFC, Technical query system, As-builts
• Coordinate Electrical related Factory Acceptance Testing and Site Acceptance Testing of the systems

HSSE Responsibilities:

• Ensure all TA & capital Projects comply with relevant HSSE legislative, ISO14001, OSHA18001 and Client group requirements.
• Maintain compliance with the project safety assurance plan / HSSE plan to ensure that work is accomplished in an environmentally sound manner using safe work practices, following company HSSE policies and procedures.
• Participate in the Project construction Risk Assessment process prior to contractor mobilization and conduct Safety Observation and Conversations at the job sites to help achieve Goal Zero.
• Provide support and inputs to contractor risk assessments and mitigation plans supporting the use of tools such as a Job Hazards Analysis and daily Task Hazard Assessments.
• Participate in project HSSE reviews as and when necessary.

You are what we are looking for if you:

• Have Bachelor's Degree in Electrical / Electronics Engineering
• Have minimum 20 years electrical project management & construction, execution, electrical run & maintenance experience in the oil and gas downstream, refinery, and petrochemical plants
• Have a good understanding of the various international standards, local regulations requirements
• Have experience working from Owner/Client side
• Have experience in managing team of staff or contractors on a Lead level
• Have both greenfield and brownfield project experience
• Have experience working in an EPC/EPCm type environment
• Have strong planning, Coordination and Stakeholder management skills in managing and executing projects with significant Electrical scope
• Have strong understanding of field installation, construction, and commissioning of electrical. This includes quality control, complex troubleshooting, FAT/SAT.
• Have experience with HV & LV switchgear/transformer, motors, VSD, UPS, EDG, PLC, SCADA/ENMCS
• Are able to understand and articulate complexities and risks during new HV & LV system tie ins to existing LIVE distribution systems.
• Have experience delivering projects in an operating plant or other brownfield environment with a focus on minimizing disruption of ongoing operations.
• Have experience in project/activity scheduling and interpreting cost reports for cost control tracking and intervention.
• Have experience with quality and engineering documentation requirements necessary for turnover of completed installations.
• Have experience with field clarifications and change management during construction.
• Have strong communication skills and ability to breakdown technical details to non-technical stakeholders.
