Site Manager

**Legal Compliance, Legal Matters, Compliance to Policies and SOPs**
- Ensure Legal Compliance of all existing policies and procedures to local Singapore law
- Ensure Compliance to Companies’ Policies and Standard Operating Procedures
- Conformance to Existing SOPs and Suggest Areas of Improvement.
- Facilitate all legal matters including Court Cases in liaison with Company appointed lawyers

**Construction Management**
- Plan towards client's schedules & co-ordinate for resources (Quality plan, Material, Manpower, Facility, and Consumables) and translate them into effective / efficient construction schedules to meet Quality / Quantity / Schedule / Special requirements.
- Ensure full traceability of personnel, processes and equipment
- Ensure process stability and adequate process control.
- Detect resource problem and ensure effective corrective action executed.
- Liaise with client's representatives, consultants, suppliers, NSC & sub-contractors about shop drawings, technical information, sample submission of materials and all other matters.
- Attend meeting with client's representatives and consultants; conduct sub-contractors/ suppliers and site staff meeting.
- Feedback all Variation order (VO) to Quantity Surveyors for their follow up action.
- Ensure timely progress claims to client through respective Quantity Surveyors
- Responsible to create special task force for critical / emergency assignments
- Ensure strict works/schedule conformance to contractual specifications during construction, before handover & during maintenance period if any.

**Contract & Subcontract Management**
- Certify Nominated Sub
- Contractor (NSC), domestic sub-contractors & suppliers' progress claims.
- Monitor NSC & sub-contractors/suppliers performance and report any poor performance to the management.
- Responsible to identify Potential Claims based on review of the contract deviations.
- Review and negotiate with the sub-contractors recommended by the project manager as and when necessary.
- Ensure Compliance to Sub-Contractor Management Procedure

**Compliance of Quality Management System & ISO**
- Drive effective implementation and maintenance of the Quality Management System
- Formulate and implement methods on quality control of materials used and workmanship
- Ensure a system of non-compliance at all times including that during External Quality Audit and ensure timely corrective actions and proper close-up.

**Operations & Cost Cutting Measures**
- Direct daily operations in line with the Company Goals.
- Suggest Potential Measures for Cost Cutting in all Operational Areas.
- Target to have minimum re-work and material wastage
- Target for Optimum utilization of Manpower resources and reduction in OT

**Employee Engagement & Innovative Initiatives**
- Initiate regular meetings within projects minimum twice a month to track performance, timelines and to explore improvement areas
- Initiate meetings with Departmental Heads to identify gaps and work out solutions in conjunction with the Department Heads.
- Actively Participate in initiatives as launched by MD, HR or other Departments

**Grievance Handling**
- Act as a conduit to employees by listening to their feedback and responding appropriately.
- Involving /Updating HR of the proposals / decisions on grievance handling.

**Performance Culture, Training and Development**
- Facilitate in finalization of Job Description for all Key Resources.
- Ensure all Direct / Indirect Reportees have adequate people management skills & technical skills to manage their teams and deal with day-to-day people matters.
- Facilitate Training Need Identification from the project teams & HQ to fill in the gaps
- Lead the project teams towards objectives as set by the Management.

**HSE Compliance**
- Drive the Project Management team to Comply to HSE norms

**Any Other Duties**

Any other duties /responsibilities as assigned by the Reporting Manager / Management.

**Qualification**:

- Degree in Civil or Structural Engineering
- Proficient in MS Office and strong knowledge in Construction Management
- Construction Safety Course for Project Managers

**Experience**:

- Overall Experience of 8 years with minimum 4 years of experience in Construction Management with at-least 3 years HDB BTO experience
- A track record of meeting business goals and customer satisfaction requirements.
- Excellent organizational, interpersonal and communication skills.
- Knowledge of best practices and methodologies.
- Ability to work on multiple, high visibility projects simultaneously in a fast paced environment.
- Ability to work independently and in a Team and meet deadline.
- Ability to use discretion and deal effectively with uncertainties, changes and ambiguities
