Purpose and Scope:
Responsible for the development and implementation of safe, effective and efficient maintenance, and environmentally friendly practices in accordance to best utility practices and in compliance with all statutory, regulatory, and company applicable standards. In addition to meet and support all contractual obligations to utility customers.
Key Roles and Responsibilities:
1. Ensure the plant maintenance is implemented according to best utility practices and staff undertake all activities in compliance with all regulatory, statutory and company standards and requirements i.e. HSSE, Process Safety, etc.
2. Effect an efficient maintenance program comprising of condition based predictive maintenance, routine maintenance and the reduction of corrective maintenance.
3. Develop techniques and systems to achieve high levels of plant reliability and availability to meet the identified and assigned Key Performance Indicators (KPI’s).
4. Responsible for the development and regular review of the annual maintenance plan.
5. Ensure adequate quality spare parts and consumables are retained in the site stores and managed effectively through the work order process and in the CMMS. Effectively manage outage spare parts.
6. Ensure all maintenance obligations are met and targets achieved to support contractual obligations with respect to utility customers.
7. Prepare for the annual maintenance budget and effectively manage expenditure within the approved limits.
8. Ensure timely submission of all reports for eg incident reports, monthly reports, budget reports.
9. Ensure all necessary plant maintenance documentation (including SOP’s) and reports are available and up to date. Ensure a comprehensive detailed maintenance historian is established and updated in the CMMS (SAP).
10. Identifies engineering solutions to improve maintenance effectiveness and to improve reliability and maintainability of the plant. The areas include equipment and service specifications, selection of vendors, OEMs.
11. Play an active role in the Root Cause Analysis of plant failures and incidents eg forced outages, HSE incidents.
13. Provides technical support to the Technical Support Group in the areas of plant maintenance and in the development of specifications for plant and equipment.
14. Leads the assessment of new plants for maintainability and reliability. This includes participation in the development, engineering, construction and commissioning phases of new plants.
15. Become a key member of the plant management team. Effective contribution and dialogue.
16. Support the Plant Manager to effect HSSE plant walkdowns, inspections and audits when required.
17. Deputize for the Plant Manager in his absence.
18. Develop staff for succession planning purposes and towards technical excellence.

Qualifications & Experiences:
1. Engineering degree (Mechanical, Electrical or Electronic) recognized by the Professional Engineers Board of Singapore.
2. Possess at least 8 years of experience in managing maintenance team in water or power and utilities industry.
4. Good knowledge of International Codes and Standards relevant to the water industry.
5. Good analytical skills and sound knowledge of water or power and utilities equipment.
6. Experience in Automation systems such as PLC, Scada etc is a major advantage
7. Possess good communication and leadership skills.
