**Responsibilities**:
Reporting to the Deputy Director/Assistant Director, Finance, you will lead the procurement team in Finance to manage and review the procurement policies and processes and ensure that procurement governance are complied with. You will be responsible to manage the tender and quotation processes and ensure that all purchases of goods and services made by the organisation are duly approved and carried out in the most efficient and cost effective manner.

As part of the Finance team, you are required to assist in the management of related Funds for these purchases, which will include the review of budgets, variance analysis and management reporting of these Funds, where appropriate.

Details of responsibilities include:

- Oversee all Procurement-related matters and lead the procurement team in Finance to manage procurement governance in Finance
- Review procurement documents including Purchase Requisition Form (PR), Purchase Order Request Form (PO), Cost Comparison Form and other procurement related documents.
- Key representative from Finance team to sit in the Tender Evaluation Committee (TEC) and assist in the tender evaluation process
- Regular review and update of policies and procedures on procurement and other related financial policies to identify process improvements while balancing the need for proper governance and internal controls.
- Implement a Procurement System with a clear defined framework to streamline and automate the procurement process to improve workflow to ensure good governance
- Provide support and liaise with other user departments on all aspect of procurement policies and procedures and perform procurement planning with these departments
- Other ad hoc duties as assigned by the Director of Finance which may include the review of fund statements, budgets, and variance analysis, amongst others.

**Requirements**:

- Degree in Finance, Business Administration, or equivalent discipline
- Minimum 5 years of working experience in areas of procurement, managing tendering process and contract management
- Good understanding of procurement policies and industries’ best practices
- Good working knowledge of electronic procurement systems, such as familiarity with SESAMi and SAP Ariba would be an advantage
- Good knowledge of Microsoft Office and knowledge of SAP S/4 HANA is preferred
- Strong in analytical skills and able to communicate effectively
- Able to work with management and staff of all levels
- Meticulous, resourceful, and innovative with a positive attitude
- Able to multi-task and work under pressure
