Singapore MPA Maritime and Port Authority of Singapore Full time

Reporting to Director, HR, the incumbent will lead the Talent Attraction & Development department to develop and drive programmes and initiatives in the areas of employer branding and green harvesting, to position MPA as employer of choice. He/she will also drive performance and learning & development initiatives to ensure that MPA is supported by competent workforce and effective leaders.

Talent Attraction:

- Define MPA’s employer value proposition and expand green harvesting and recruitment sources (e.g. traineeships)
- Oversee MPA internship and scholarship programmes
- Develop and implement targeted recruitment strategies to support new growth areas in MPA

Capability building and engagement
- Identify key competencies to meet future needs in MPA
- Work with business units to establish competency frameworks and translate to implementation in HR processes
- Drive a range of learning and development strategies, including targeted interventions to future proof the workforce
- Drive leadership development to ensure officers are supported by effective leaders
- Drive regular comms to officers on key policies changes and rationale at various platforms

Performance and Workforce Planning
- Develop and drive Strategic Workforce Plan as part of Public Service Transformation
- Drive performance-based culture to recognise the right officers based on competencies, support them with learning opportunities and identify officers for succession pipeline
- Drive the annual appraisal and ranking exercise
- Drive career development initiatives to develop, engage and retain MPA officers and talents
