Lead Quality Engineer

Job Description:
A Marine Engineering company specialized in FPSO project is looking for a LEAD QUALITY ENGINEER to join their Singapore office for their upcoming project.

**Responsibilities**
- Supporting the Project Quality Manager, the Lead Quality Engineer will help to develop and implement Quality Program that is aligned to FPSO project
- To carry out all necessary review, oversight and advise with regards to welding and materials
- Carry out all necessary review, oversight and advise with regards to Non-destructive Testing materials and welding to Company in all projects as needed

**QA**
- Provide support to PQM to establish, implement and maintain the quality management system.
- Works closely with PQM and advises him of the status of quality-related activities.
- Assists the PQM in the maintenance and updating of the Project Quality Plan and other quality related project documents.
- Support the Quality Engineers to ensure that their deliverables and processes comply with the relevant requirements of the quality management system.
- Conduct/ participate project audits as per the project audit program, and oversight on quality engineers responsible for the audit program.
- Analyze failure, corrective and preventive action to respond to Client issued nonconformance where applicable.
- Assist PQM in analysis of quality data when needed.
- Support departmental and project specific risk management through identification of risks, implementation of mitigation plans.
- Deputize PQM during his absence.
- Carry out QA audits
- internal and external as per plan.
- Tracks non-conformances, corrective action requests and observations for close-out
- Monitors and closes non-conformances related to vendors / subcontractors.
- Prepares Quality related procedures.
- Capable to manage or develop solutions to non-recurring problems by analyzing, interpreting and evaluating various precedents and data with the assistance of project QA manager.
- Coordinates and participates in client and certification audits and follow up on non-conformances and observations.
- Preparation of Weekly / monthly Progress reports as applicable.
- Assists in preparation of documents for proposals.
- Prepares/Reviews Company development work methodology / procedures.
- Meets work schedule requirements and perform quality work as expected.
- Keeps discipline and cohesive environment in the office.
- Analyze and interpret data with assistance of supervisor (Project Quality Manger).
- Anticipate potential problems and takes preventative action. Participates in the project quality planning.
- Regularly reviews the work of others and lesson learnt from past projects for accuracy and soundness of judgment. Errors may result in project delay and increased costs.
- Represent PQM when he is not available.
- Conduct training on quality to project team.
- Review project related documents e.g. RFQ to provide quality inputs.

**Welding**
- Review Vendor/ subcontractor welding procedures, processes and documentation in order to determine that applicable welding code and design requirements are satisfied.
- Provide welding engineering support to Engineering, Quality and Construction to fabricate equipment in accordance with all applicable code and customer requirements.
- Provide technical support with industry standards and specifications such as ASME, AWS, API, ISO, NORSOK, NACE etc.,
- Coordinate failure analyses and root cause analysis on welding related issues when required.
- Assist in development of suitable KPIs.
- Review and approval of vendor / subcontractor welding procedure specifications, Procedure Qualification records and Welder/Welding Operator qualification records in conformance to applicable codes, standards and project spec.
- Monitoring and closing non-conformances related to vendors / subcontractors welding activities.
- Provides advise on welding matters to all projects.
- Assists in welding procedure qualifications in projects.
- Provides advise on material related matters to all projects.
- Provides solutions to materials and weld related problems in project.
- Provides assistance in RCA on weld and material failures.
- Reviews corporate and project specifications on materials and welding.
- Capable to manage or develop solutions to non-recurring problems by analyzing, interpreting and evaluating various precedents and data with the assistance of project QA manager, package engineer, site manager and supervisors.
- Analyzes and interprets data independently. Anticipates potential problems and takes preventative action. Participates in the project welding quality planning
- Review and approval of vendor / subcontractor welding sequences/ methods.
- Conduct / Participate in audit and inspections at vendor / subcontractor works.
- Assist in appointing suitable welding inspectors for vendor / subcontractor items.
