The ISEAS - Yusof Ishak Institute is a leading research centre dedicated to the study of socio-political, security and economic trends and developments in Southeast Asia and its wider geostrategic and economic development.

Assistant Director, Data Management (2-Year Contract)

Reporting to Director IT and working closely with Chief Information Officer and Chief Data Officer, the jobholder is a Data Specialist/Engineer who drives implementation of data-integrated systems and technologies to exploit data across ISEAS and to transform ISEAS’s research and outreach to better engage existing and new audiences, as well as manage IT audit function and coordinate engagements to monitor compliance to policies and standards.

[What you will be working on]

Responsbilities:

- Drive implementation of data-integrated systems and technologies to exploit data across ISEAS and to transform ISEAS’s research and outreach to better engage existing and new audiences.

(1) **Data Collection**: Develop data collection plans on unstructured data (e.g. surveys, web scraping). Identify and develop strategies for appropriate data aggregation. Manage complex cases of fusing data from multiple datasets to ensure relevant data is collected for analysis while adhering to governance criteria.

(2) **Data Systems Architecture**: Develop disaster recovery and business continuity measures for the data-integrated systems. Manage interoperability of systems in more complex setups involving multiple data systems.

(3) **Data Systems Integration **Perform risk and vulnerability assessment of data systems to ensure compliance with security and government policies (e.g. IM8). Coordinate and deploy systems on government environments (e.g. private-cloud, commercial-cloud) and platforms (e.g. WordPress, Sitecore). Deploy strategies for securely extracting and moving data, tools and solutions for backup and restoration of data between platforms (e.g. between intranet and Internet, between different government environments).

(4) **Data Strategy**: Drive key data projects and use-cases, that are critical to ISEAS’s business mission. Coordinate across various teams to enable the implementation of data projects and use-cases. Adopt WOG policies, processes and frameworks to guide key data projects and use-cases.

(7) **Data Quality (Policy)**:Conduct audits to ensure that policies, standards and guidelines on Data Quality are in place and relevant to ensure that data held by ISEAS are of high quality. Identify data issues and risks that will impact data quality, and find solutions to bridge these issues and risks.

(8) **Reference and Master Data Management**: Collaborate with business users to elicit, document, and translate business requirements for data needs into technical requirements for master data. Review and maintain high-quality, well-structured data
- Manage IT audit function and coordinate engagements to monitor compliance to policies and standards.
- Continuous improvement in adoption of technologies and tools.

[What we are looking for]

**Requirements**:

- Degree in Data Science, IT Computing, Software Engineering or related fields.
- Relevant professional certifications in latest IT, such as digitalisation, generative AI, embedded data & analytics, robotics.
- At least 5 years of relevant professional working experience preferably in a public sector environment.
- Strong understanding on Data Structures, IT standards, best practices and emerging trends.
- Good managerial, interpersonal and project management skills.
- Proactive, resourceful and take initiative.
- Able to work independently to meet deadlines, and collaborate effectively with others to achieve organisational outcomes.
- Willing to take on new challenges, and keen on learning about evolving technologies.
