We observe trend that immigration rule is tightened in the countries in the region. Understanding of the rules, complying with them, and proactively working to mitigate immediate and future risks are critical for sustainable business operation. The role assesses the risk associated with the mobility and promotes risk management culture in relation to the regional mobility.
- To review the immigration and work pass framework in Singapore to ensure readiness for the Ministry of Manpower Complementarity Assessment Framework (COMPASS).
- With the increase of demands in regional mobility of talents, it is crucial to have mobility policy in the region to promote the mobility as well as mitigate risks associated with the mobility. The role provides expertise to build framework of mobility in the region to support business growing, employees developing careers in the Bank, and the bank mitigating risks well.
- The mobility may create operational challenges due to the complex requirements in immigration and tax. The role builds efficient and sustainable operational procedures across the region and good employee experience to promote the regional mobility.
- The Bank also provides opportunities of global mobility in cooperation with HO HR team (GHR and LDI). The role works closely with global team to evolve global mobility framework and align the regional and global framework.
- Immigration and Workpass Management- Review organisation immigration/workpass policy & procedure framework in Singapore preparation for Complementarity Assessment Framework.
- Work closely together with HO to assess the risk and improve procedures, where necessary, in relation to Japan Hired Expats in the region
- Provide strategic advice to senior management on immigration and mobility issues.
- Provide advice to HRSS/Expatriate Management desk on Singapore immigration matters.
- Develop and deliver training deck to ensure HR and Expatriate Management desk understand the Bank’s obligation under Singapore immigration/work pass regulations.
- Assess current immigration and mobility compliance & risks and establish robust risk management and operational process, including the outsource of function where appropriate
- Mobility Management- Design a sustainable regional mobility framework that is compliant with relevant laws (eg. Immigration, social security, tax regulations etc) and aligned with global strategy. This would include establishing a regional mobility policy and procedures.
- Manage a cross-team project and represent APAC HR on the Mobility Globalisation Project
- Work closely with Singapore HRSS team and Country HR teams to establish efficient operational model for regional mobility
- Promote a prudent risk management culture in relation to mobility
- Consultation with country HRs in the region to manage risks associate with the regional mobility
- Design regional framework to align with and utilize government initiatives, if available, to maximize the return on investment
- Evaluate the feasibility of appointing a vendor to manage immigration and mobility programme on a regional basis.
- Any other task/responsibilities assigned by line manager
- Report to HR Management in charge of mobility
