Head of Finance

**Non-Profit Healthcare Organisation**:

- **Head of Finance Division**:

- **Role Encompassing Finance, Risk Management and Investment
Reporting to the Chief Executive Officer, you will be responsible for the full spectrum of financial services including financial and management reporting, budgeting, corporate governance and fund management operations to meet the strategic and fiscal sustainability objectives. You will lead the finance team in ensuring that all functions within the department are providing services appropriate to the needs of patients and in compliance with organisational policies, standards and relevant statutory requirements.

**Responsibilities**:

- Lead the Finance team to ensure alignment with the mission and philosophy of the organisation.
- Plan, implement, evaluate and improve the effectiveness and efficiency of the department through continuous improvements projects.
- Manage the finance infrastructure, systems and processes in support of better management reporting, information flow and decision making.
- Establishe sound policies and procedures for organisation excellence and ensures compliance.
- Lead the team in the monthly and year end close financial reporting, statutory audit, compliance responsibility and projection activities with all key stakeholders.
- Develop, coordinate, review and monitor the annual budgets.
- Design and establish appropriate mechanisms for measuring and reporting results to the Board and the stakeholders.
- Monitor the workload and financial performance, ensuring maximum efficiency and effective utilisation of funds.
- Ensure optimal investment of funds within the guidelines, under the directions of the Finance Committee.
- Develop, install and implement an effective system of internal controls over the assets and resources of the organisation.
- Maintain oversight management of subvention/capitation funding matters and implements costing models to ensure that proper costing information are provided to assist in the strategic decision makings.
- Ensure the provision of relevant information systems in support of the operations of the organisation.
- Ensure sound procurement policies are instituted and enforcement of inventory management system.
- Implement effective and efficient quality assurance systems and maintain control over the stand of finance services.
- Liaise with Auditors, Bankers, Fund Managers and Lawyers on the provision of audit service, banking, investment services and legal advice.
- Supervise, mentor and develop financial professionals by setting clear objectives, offering continuous feedback and providing ongoing training.Stay abreast of changes in tax law, accounting standards and regulations, ensuring that statutory obligations are met and maintains the highest standards of financial integrity and stewardship.

**Requirements**:

- Degree in Accountancy or equivalent.
- Member of the Institute of Singapore Chartered Accountants (ISCA).
- At least 10 years of experience with 5 years in management role, preferably with a proven track record to innovate and manage change.
- A hands-on, resourceful, detail-orientated and highly motivated team player who is able to meet challenging work demands and tight deadlines.
- Strong analytical skills and meticulous with a high level of integrity.
- Familiar with Code of Governance for Charities and IPCs.Prior work experience in healthcare and/or Non-Profit Organisation will be an added advantage.
