Since October 2011, **Thye Hua Kwan Moral Charities (THKMC)** was incorporated as a charity with an IPC status to provide multiple social and welfare services to the community at large.
**THK**MC provides assistance to the various groups in our community through more than 60 programmes and services for the **elderly and the sick**, **families**, **persons with disabilities**, and **children. **We help anyone in need with full respect to their race, colour, creed, language, culture and religion. We have more than 90 programmes and services, reaching out to more than 55,000 people in the community.

DESIGNATION : Chief, Early Intervention for Children Services
RESPONSIBILITIES
The Chief of Early Intervention for Children (EIC) Services is a senior leadership role responsible for overseeing early intervention programmes and services within the organisation. This includes six EIPIC (Early Intervention Programme for Infants and Children) centres and the Development Support-Learning Support Programme. This role requires the individual to be a strategic thinker and inspirer in the leadership of a trans-disciplinary team, to improve the functional outcomes of the children and their families. The Chief of Early Intervention for Children will work collaboratively with government agencies, community partners, colleagues and other stakeholders to ensure high-quality, evidence-based, effective service delivery in alignment with THKMC's vision, mission and strategic direction.
This role reports to the Chief Executive Officer.
**Key Responsibilities**:
**Strategic Leadership**:
- Contribute to the organization's strategic planning, providing insights and recommendations for EIC.
- Develop and implement strategic plans in alignment with organizational goals and values.
- Inspire a shared vision, and cultivate the team's growth mindset and spirit of innovation to be a thought leader.
- Partner with other Chiefs of the organisation for a sustainable future.
**Programme development and enhancement**:
- Promote a holistic and functional approach that is both child and family-centric.
- Ensure interventions are evidence-based and tailored to meet the individual needs of children and their families.
- Engage families in the planning and delivery of interventions, ensuring their active participation and feedback.
- Lead the team to utilize data and feedback to refine and enhance intervention strategies and outcomes.
- Develop programmes and services that are responsive to the diverse needs of the clients.
- Monitor and evaluate programme effectiveness, ensuring continuous improvement and innovation in service delivery.
- Ensure the programme outcomes attain key performance indicators.
- Develop and monitor budgets to ensure efficient use of resources.
- Foster a culture of excellence and accountability.
**Staff Support and Development**:
- Inspire and support staff through effective leadership, mentoring, and professional development opportunities.
- Foster a warm, nurturing and positive work environment that encourages teamwork, collaboration, and professional growth.
- Implement performance management processes to ensure staff are meeting professional standards and achieving organizational goals.
**Community Engagement and Partnerships**:
- Establish and maintain strong partnerships with community organizations, government agencies, educational institutions, and other stakeholders.
- Advocate for children with developmental needs and their families within the community.
- Collaborate with partners to develop and implement programmes that enhance service delivery, community integration and support for families.
- Share data and outcomes of research projects with government agencies and community partners to inform policy-making, enhance collaboration efforts and drive sector improvement and inclusion.
**Compliance and Governance**:
- Ensure all centres and programmes comply with relevant regulations, policies, accreditation standards and financial controls.
- Develop and implement policies and procedures to maintain high standards of governance and ethical practice, to ensure client safety and confidentiality.
- Conduct regular audits and reviews to ensure ongoing compliance and identify areas for improvement.
QUALIFICATIONS
- A Master's degree in Early Childhood Education, Developmental Psychology, Special Education, or a related field.
- Minimum of 15-20 years of experience in early intervention or related fields, with at least 10 years in a leadership role.
- Proven track record in strategic planning, programme development and team leadership.
OTHER INFORMATION
- Strong knowledge of developmental needs of children, client-centric practice and evidence-based intervention strategies.
