**What the role is**
- The Agency for Care Effectiveness (ACE) was set up as a division of the Healthcare Performance Group in August 2015 to drive appropriate care as part of MOH’s broader initiatives to manage healthcare costs. ACE provides independent evidence-based evaluations of health technologies (e.g. drugs, vaccines, medical technologies, cell and gene therapies) to inform funding decisions and produces technology guidances on their appropriate use; and develops clinical guidance to inform healthcare professionals on specific areas of clinical practice. To improve patients’ access to affordable treatments, ACE conducts value-based pricing negotiations with manufacturers to ensure prices of selected health technologies are commensurate with the value the technology provides based on proven clinical outcomes. Efforts to support subsidy implementation of health technologies evaluated by ACE and utilisation review of the impact of subsidy decisions are also part of ACE’s mandate. ACE also develops and delivers educational materials and programmes for healthcare professionals and consumers to drive the practice and consumption of appropriate care respectively. Overall, ACE supports three key stakeholders - payer, provider and patient/public to assist them in making better and more informed decision-making in healthcare.
**What you will be working on**
- As Senior Manager/ Manager/ Assistant Manager (Planning & Administration), you will support the implementation of ACE’s work plan and objectives, specifically in the key areas below: 1. Corporate and strategic planning for ACE - Support the review of ACE’s strategic role and functions in response to new demands and shifts in the external operating environment both locally and internationally. - Support the development of ACE’s corporate plans and strategic priorities of ACE with key stakeholders, MOH Senior Management, and ACE’s Council. - Work with the public health care institutions, key opinion leaders in healthcare to gather feedback and implement the corporate strategies and plans to achieve ACE’s objectives. - Work with the respective teams under ACE to track the impact of work (e.g. return of investment and projected cost savings) on the healthcare system. - Support the review and implement internal processes to support efficient and effective delivery of ACE’s outputs and organizational development plans. - Coordinate the annual work planning processes. - Support in the development of P&P teams’ work plans with relevant ACE sub-teams and ensure implementation and progress of specific activities. 2. Procurement and contract management - Develop and review new and existing procurement frameworks/ processes to support the development and execution of ACE’s workplan - Coordinate and prepare funding and budget approvals for ACE’s programmes, IT systems, products, initiatives and projects etc - Execute procurement activities to facilitate the implementation of ACE’s programmes, IT systems, products, initiatives and projects. - Contract management of ACE’s vendors/suppliers 3. Budgetary projection and allocation - Work with partners to project future budgetary needs and establish yearly budget plans - Review finance, budgetary projections and monitor utilisation to assess whether targets are being met. - Develop budget guidelines, standard operating protocols (SOPs) and budget documents and review them regularly with respective sub-teams within ACE. 4. International and local alliances, engagements and collaborations - Implement international and local engagement strategies and frameworks to increase ACE’s standing as a reputable HTA Agency and Guideline Organisation - Review strategic partnerships and collaborations with international and local counterparts (e.g. other Government and professional organisations) in the areas of HTA, guidance development and evidence implementation - Organise and implement ACE-related conferences and events 5. Strategic guidance for Committee related meetings and administrative matters - Prepare submissions to management for clearance/approval - Review, coordinate and implement data governance, business continuity plan and transformational efforts to improve the culture of ACE - Work with Divisions and healthcare stakeholders to support policy reviews and developments - Secretariat duties 6. Training and capability building and human resource matters - Coordinate training and development matters for ACE staff in consultation with the Team Leads - Support the management of human resource matters and any other corporate level initiatives and matters at ACE - Support the coordination with MOH and MOHH Human Resource teams to ensure necessary resources are secured to recruit and retain high potential ACE officers, and build a conductive working environment for ACE - Any other duties assigned by Head (P&P) and Senior Assistant Director (P&A) - Work in a fast-paced and highly volatile environment
