**REPORTING STRUCTURE**
Reporting Officer: Chief Operating Officer, SAL
Counter-signing Officer: Chief Executive Officer, SAL
**KEY RESPONSIBILITIES**
- To lead the HR Business Partnering & Planning department in the following areas:
Organisational Development
- Assist COO to develop structures to improve organisational effectiveness while upholding staff morale and organizational stability, strengthening trust between staff and management, protecting SAL’s collegial culture and core values. This includes:
- understanding SAL’s strategic direction and developing HR interventions to support the desired change;
- developing clear, effective and sustainable staff reporting structures;
- working with Head of HR People Relations & Administration to identify HR issues within SAL Group and their root causes;
- researching HR best practices, contributing information, analysis, and recommendations to formulate and update HR policies for SAL group;
- Engage and work with external Organisational Development consultants and experts to project manage various projects in Change Management, organizational Key Results Tracking, Impact and Performance Management.
- Design and conduct Employee Engagement studies and Pulse Surveys.
- Collaborate with SAL Division heads and CEs of SAL Subsidiaries to develop and execute People and Culture strategies and activities that foster growth, drive results, increase employee satisfaction and sense of belonging, and increase organizational effectiveness.
Strategic Manpower Planning
- Assist COO to perform long-range planning and optimisation of the following for the SAL Group, by taking into cognisance its strategic projects, organisational growth plans and financial resources:
- Group manpower establishment, down to department-level
- Employment mix between permanent, contract, temporary and consultant schemes of service
- Work with SAL Division heads and CEs of SAL Subsidiaries as HR Business Partner to:
- Recommend and develop the required new Job Roles and redesign of existing job roles in terms of skills and professional experience needed for delivering each Division’s and Subsidiary’s strategic objectives
- Develop the execution plans for re-skilling existing staff to either take on the new job roles or perform their re-designed roles
- Develop effective organisational structures to drive their strategic objectives
- Work with Head of HR People Relations & Administration to craft and revise Job Descriptions for all new and existing positions in SAL group prior to hiring.
- Develop and manage special scheme for high-potential officers to be trained and deployed in areas critical for SAL’s future-building.
Learning & Development
- Identify the Knowledge, Skills and Attitudes (“KSAs”) needed within SAL’s workforce to deliver its strategic projects and organisation development plans
- Work with Head of HR People Relations & Administration to translate identified KSAs into staff learning and development interventions to maximise staff potential in the furtherance of SAL’s success.
- Implement staff training and development plans. Follow up with stakeholders to ensure training objectives are met. Participate in evaluation and monitoring of training programs to ensure success.
- All other duties as directed by Chief Operating Officer & Chief Financial Officer, SAL.
**REQUIRED QUALIFICATIONS**
- Good Bachelor’s Degree with a minimum of 15 years of relevant experience.
- MBA qualification will be advantageous.
- Possess organisational development, process re-engineering, data analytics and project management experience.
- Strong leadership and team management experience.
- Familiarity with the Singapore Employment Act and related regulations will be an added advantage.
- Strong interpersonal, communication (oral and written) and problem-solving skills.
- Ability to work independently and as a team player.
- Self-motivated, meticulous and results-driven.
