DESIGNATION : Head, Digital and Technology (Health)
RESPONSIBILITIES
This individual will operationalise the strategic vision of the team, leading efforts to improve the availability and reliability of systems that align with NTUC Health’s strategic thrust and digitisation priorities.
Leading and developing a critical team of IT staff, you will be accountable for monitoring, supporting and improving all aspects of the organization’s digitisation roadmap. Beyond technical leadership, we are looking for someone to drive thought leadership, spur innovation and accelerate automation opportunities throughout the team and the larger organization.
**Main Responsibilities**
- Operationalise the mission of the IT organization to foster a business-oriented mindset driven by continual service improvement.
- Lead development of strategies and roadmap while ensuring its integration with the overall IT and enterprise strategic plans.
- Work with the senior management on service portfolio and governance required to prioritize resources.
- Manage annual OpEx and CapEx IT budget to ensure it is consistent with overall strategic objectives.
- Leverage influencing and negotiation skills across IT and the business units to enable cost-effective and innovative shared solutions in achievement of business goals.
- Directs the development of sourcing strategy and provides executive oversight for strategic vendor and partner relationship management.
- Participate in assessment of external and internal technology capabilities required to achieve desired competitive positioning.
- Maintain currency on new technologies and platforms and provide direction on what emerging technologies should be assimilated, integrated and introduced.
- Partner with the group's central technology teams on delivery of shared services while prioritizing the key business objectives of the organization.
- Track issues and analyze data looking for trends and systemic issues.
- Implement process improvements and inform best practices in IT operations.
QUALIFICATIONS
- 15+ years of forward-thinking technology management background in a similar role, covering the entire lifecycle of IT operations.
- 5+ years of experience in large, cross-functional teams influencing senior management and key stakeholders effectively across the organization and within complex contexts.
- Proven ability to effectively lead and meet business objectives in a collaborative, high-performance work environment.
- Should have managed distributed sites, supporting production and revenue side systems.
- Management background including experience managing diverse and distributed teams.
- Proven experience or demonstrated ability in leading IT transformation initiatives in complex and dynamic environments.
- Experience with Healthcare/Eldercare services will be preferred.

- Exceptional leadership skills with the ability to develop and communicate IT vision that inspires and motivates staff and aligns to the IT and business strategy.
- Ability to instill confidence in the business and demonstrate the business value of IT.
- Effective influencing and negotiation skills in an environment where some resources may not be in direct control of this role.
- Excellent analytical, conceptual thinking, strategic planning and execution skills.
- Strong business acumen, including industry, domain-specific knowledge of the organization and its various business units.
- Expertise in budget planning and financial management.
- Deep understanding of current and emerging technologies and how other enterprises are employing them.
- Success in leveraging both traditional best practices, such as IT service management practices based on ITIL, as well as DevOps that are optimized for agility.
