Our client, a prestigious and globally recognized bank, is seeking a Assitant Chief Operations Manager to join them.

**Responsibilities**:

- Oversee daily settlement functions and support the Deputy Head of Department/Head of Department in managing Import/Export Bills (IEB), Loan Administration, and Settlement sections.
- Maintain strong relationships with business units (Trade Finance, Corporate Banking, Private Banking, Treasury, FICM) and support departments (Accounts, Risk Management, HR and Admin, Compliance, Internal Audit).
- Ensure accurate authorization, verification, processing, and input of deals into the system, and manage payments in accordance with approved procedures. Reconcile Nostro accounts daily and address discrepancies promptly.
- Efficiently manage Trade Finance products and services, including outsourced processing, ensuring timely and accurate entry of accounting data and proper record-keeping.
- Oversee loan processing and administration, including drawdowns, rollovers, repayments, and prepayments. Ensure all correspondence is accurate and properly documented. Review loan bookings and ensure accurate SWIFT messages for disbursements.
- Update the Operations Manual as needed, and ensure compliance with MAS and Head Office reporting requirements, including timely DTCC-MAS reporting for OTC Derivatives.
- Plan and review annual projects and system enhancements for staff development.
- Develop and implement the strategic agenda for Operations Singapore in alignment with business strategy and bank policies. Lead process improvements and operational support in Treasury Settlements, Trade Finance, and Loan Administration.
- Evaluate risks and ensure quality assurance to minimize operational risks and enhance customer service.
- Ensure compliance with local and global regulatory reporting requirements, and manage regulatory notices and implementations.
- Manage stakeholder relationships, including service level agreements with internal and external parties.
- Handle outsourcing agreements and coordinate with internal and external departments for inspections and reports.
- Oversee internal communication projects, measure the effectiveness of benefits programs, and recommend improvements. Coordinate employee training and development initiatives.
- Assist in reviewing staff performance and conducting interviews for new or replacement Operations staff.
- Report on operational performance and suggest improvements.

**Requirements**:

- Bachelor’s degree or higher qualification.
- Minimum of 15 years’ experience in Treasury Settlement, Loan Administration, or Import/Export Bills, with at least 3 years in each area, including Treasury Settlement.
- Over 6 years of team management experience with strong organizational skills.
- In-depth knowledge of Treasury, IEB, and Loan products.
- Familiarity with local regulatory policies and clearing systems (e.g., MEPS+).
- Strong understanding of SWIFT operations and remittance transactions.
- Knowledge of accounting entries and MAS reporting.
- Meticulous, responsible, and positive with strong execution skills.
- Mature with excellent communication abilities and capable of working independently.
- Proficiency in Mandarin to liaise with Mandarin-speaking clients and Head Office colleagues.
