**What the role is**
- The Tourism Human Capital Policy & Development (HCPD) team aims to:
1. Build a tourism workforce, comprising both fresh talent and mid-career switchers, armed with future-ready skills applicable to drive business outcomes;
2. Develop firms equipped with progressive workplace practices so as to retain/attract talent in order to drive tourism growth and resilience;
3. Ensure that the national workforce policies are relevant and conducive to tourism workforce and firms' needs;
4. Change perceptions among locals of tourism careers and to raise awareness and interest in the myriad career opportunities in the tourism sector.
You will get a chance to work on human capital and manpower-related policies at the macro (economic) and micro (firm) level to strengthen efforts in supporting Tourism businesses and their workforce.
We are looking for a motivated, passionate, self-starter who can help us develop and implement strategies to support our workforce through workforce training, upskilling and job redesign with the aim to improve localisation for the tourism sector. You will also work with key strategic companies to develop future pipeline of local leaders and oversee the Tourism Careers Hub.
In this role, you will also be involved in reviewing and designing manpower-related policies and initiatives that meet the needs of the tourism sector and aspirations of its current and future workforce, in alignment with national manpower objectives.

**What you will be working on**
- Workforce Policy Review and Development
- Maintain overview and ensure that national manpower policies are relevant and support the needs of tourism establishments.
- Assess impact (both qualitatively and quantitatively) of manpower policies on tourism sector and provide timely input to the Ministries.
- Undertake periodic review of manpower schemes to assess its effectiveness in support manpower needs, and propose recommendations to enhance relevance and effectiveness of schemes.
- Review existing and develop new manpower-related policies for each tourism industry with Line Units, based on the unique profile/needs of each industry, and ensure that there are relevant tools to meet the needs of our workforce.
- Provide support to Line Units and tourism stakeholders on ad-hoc manpower requests.

Develop Human Capital within Tourism Sector
1. In-charge of the operations of Tourism Careers Hub Pilot in partnership with NTUC and e2i.
- You will implement new projects under the pilot focusing on training, job redesign and enterprise/workforce transformation. This includes working with NTUC and respective line units to redesign tourism jobs, develop a new career pathway for these redesigned jobs and its accompanying salaries at each wage rung; and getting companies' commitment to design these jobs.
- You will also oversee the marketing and promotion of services offered by the Hub, and strengthen the tripartite partners' involvement e.g. regular engagements with companies, Union, and trade associations.

2. Develop progressive tourism employers who will invest in human capital
- Work with HC-related partners like Institute of Human Resource Practitioners (iHRP); Good Jobs Institute (GJI) etc. to design programmes, tools, and/or curate playbooks and case studies to enable tourism employers to deepen competencies in investing in human capital.

**What we are looking for**
- Policy development and design - able to perform data-driven analysis of impact of policies on businesses, nuanced with qualitative understanding of the needs of respective tourism industries
- Industry development - Identifies opportunities where STB can value-add to nudge tourism companies to invest in human capital competencies and improve career outcomes for workers.
- Negotiation - Uses influence skills to obtain positive outcomes and makes decisions that are aligned with the strategic direction of the organisation.
- This role is expected to span 2 years to accomplish the work deliverables, following which, the expectation is for Line Unit and industry stakeholders to be able to implement the initiatives/ programmes independently.
