Job Description:
The appointed WSH Officer is primarily responsible for the works carried out by the Contractor, his subcontractors and other person managed by the Contractor. Notwithstanding the general duties stated in the Workplace Safety and Health (WSH Officer) Regulations and other WSH regulations, primary responsibilities of the appointed WSH Officer includes but not limited to the
following:
- Assist the Contractor in developing, implementing and enhancing WSH programmes in the Institute.
- Be responsible for all safety and health aspects of the Contractor, his subcontractors and other persons managed by the Contractor.
- Assist the Contractor to set up a WSH committee and preside as the Secretary of the committee in the Institute.
- Prepare documents for submission as required by the Institute WSH procedures and requirements. Such documents may include, but is not limited to, certificates, risk assessment reports, safe work procedures, work method statements, inspection reports, audit reports, training records and etc.
- Plan and conduct routine inspections in relation to works of the Contractor carry out at the various Campuses for compliance to WSH related requirements.
- Plan, co-ordinate and oversee activities related to workplace safety and health and environmental protection.
- Ensure that risk assessments for all work activities are conducted, safe work procedures and to propose recommendations and review them when necessary.
- Ensure that the works are safe to persons at work and other stakeholders (including the Institute’s staff, students, partners, visitors and etc.)
- Implement Permit to Work procedures as required by the WSH regulations and undertake the Assessor’s roles where appropriate.
- Investigate, analyse, report and suggest appropriate prevention measures in the event of incidents/accidents occurred in the Institute.
- Conduct safety related training for the Contractor’s staff & sub-contractors.
- Audit equipment, machineries and assets regularly to ensure that they are in good
- working condition, with relevant certification and equipped with safety protection.
- Assess and analyse potential risks and make recommendations when equipment and machineries are brought to the Institute for use.
- Audit the Contractor’s WSH Management System (or equivalent) and submit report to the Institute.
- Work with the Institute to develop, implement and maintain the WSH Management System.
- Undertake any other related duties directed by Institute.
**Requirements**:
- At least a Diploma or Degree in relevant course in built industry
- Valid registration with relevant Safety Training Certificates or equivalent qualification approved by MOM
- Minimum 2 years of practical experience relevant to the work to be performed by the WSHO in building construction and works of engineering construction.
- Workplace Safety & Health Officer (fire safety coordination, training, emergency & crisis coordination, communications, maintenance safety risk assessment &mitigation).
