Planning Specialist

**Job Purpose**
Planning and Allocation of NSEW Lines Track Access to enhance safety on track and optimize track usage in accordance with set of safety rules and priority for each task.
- Conduct audit check on TAMO operations on compliance with Rule Books procedure and Work Instructions

**Responsibilities**
- Consolidate weekly inputs for track access received from CoE and Projects and deconflict of the engineering work requests to generate a Pre-allocated schedule in preparation for EWR meeting.
- Review track access input based on safety rules to ensure compliance to Ruel Book procedures, such as safety buffer zones, live-track Possession with EMU, consist Possession, working at TB tracks.
- Co-ordinate with stake holders on critical works & arranging for pre-allocation to facilitate allocation of such works such as Thales live-track Possession with EMU to meet project deadline or rail change at crossover which require 3 consecutive nights of track access.
- Generate the optimize Track Access Plan every Monday afternoon at 2.00pm through the TAMS in preparation for EWR meeting on Tuesday
- Discuss the optimize Track Access Plan and confirm allocation of track access during the EWR meeting
- Follow up on feedback and/or issues raised by staff relating to track access
- Consolidating quarterly inputs (Preventive Maintenance works) from SMRT’s COE’s for the preparation of 3-month rolling program i.e CITP (Co-ordinated Integrated Testing program) by Meiden Project team.
- Planning and coordinating the Early Closure & Late Opening on NSEW Lines to expedite Asset Renewal projects & Maintenance works.
- Review Operation circulars for ECLO/Other work activities planned during non-traffic hours.
- Consolidate, maintain data and generate reports on Track access for Management
- Support the TAMS Project Team by contributing inputs and by carrying out User Acceptance Tests.
- Conduct audit on TAMO operations on compliance to Rue Book procedure and Work Instruction
- Any Other duties assigned.

**Qualifications & Work Experience**
- Degree/Diploma
- Minimum 3 years of relevant working experience in planning and scheduling works or control operations or project management.

**Skills**
Technical skills include:

- Experience in railway control operations and/or planning/ scheduling works program
- Supervisory or work coordination experience
- Good Analytical skills
- Good Communication skills including report writing.
- Skill in use of Microsoft Office such as Excel/Word/Power Point

Generic skills include:

- Demonstrate resilience & adapt well to changes
- Good situational awareness and proactive in dealing with work issues
- Must be able to perform under pressured due to last minute changes in work schedule
- Meticulous and thorough with records keeping
