The APAC Markets Treasury Head position is a Regional Product Head role within the Markets Treasury (MT) business group, which operates under a dual mandate that encompasses Markets business aligned activities aimed at generating incremental returns for Citi through active interest rate risk position management in conjunction with a broader Markets client product group focus, combined with a Treasury mandate aimed at safe and sound management of the firm’s balance sheets and banking book risk. MT is a distinct business group that reports directly to the Global Head of Markets, which in combination with the Rates and FX businesses collectively form the Rates and Currencies group within Markets. The Treasury related activities managed by MT operate with Treasury governance oversight provided by ALCO, Treasury Risk Management and the Citi Treasury organization.

**Markets Treasury (MT)**:
Markets Treasury (MT) is responsible for managing the bank’s Treasury interest rate risk, investment securities (HQLA) portfolio, liquidity management (short term and intra-day liquidity management directly, plus structural balance sheet liquidity management in conjunction with Citi Treasury) for all countries outside of the US, plus Markets specific Treasury activity within the US. MT is also the primary Treasury interface and transfer pricing agent for all users of the bank balance sheet in countries outside of the US, partnering with all other bank chain product groups (ICG and Consumer) to facilitate their treasury requirements in order to develop the Treasury franchise internationally, while working within a pre-determined transfer pricing framework, internal Citi liquidity and price risk limits and related policies, along with the external regulatory frameworks applicable to the activities of the business. As such, MT manages significant interest rate and liquidity risk arising from the balance sheet utilising a range of cash and derivative fixed income products, including a portfolio of high quality fixed income securities, with the mandate to both hedge risk and to take discretionary market risk to generate incremental revenues within the firm’s risk appetite the external regulatory frameworks applicable to the activities of the business. MT additionally engages in selected key client secured lending activity as part of the business’s asset strategy.

**Regional Market Treasury Head Responsibility**:
Specifically, the Regional Markets Treasury Head is responsible for overseeing the management of Markets Treasury activity across APAC within permissible regulatory and internal frameworks and risk tolerances across the regions legal vehicles, to generate strong, stable returns and to efficiently manage activity.

This includes:

- Lead, supervise and develop the Markets Treasury APAC team and business franchise across 15+ APAC countries
- Work closely with the other members of the Global MT Management Team and broader MT team to contribute materially to the overall MT business and its development
- Partner with other Markets business groups and the Regional Markets Head to materially contribute to the overall Markets franchise in the APAC region
- Oversee and direct MT’s interest rate risk taking and risk management across APAC, including that of the MT managed HQLA securities portfolio
- Oversee the management of liquidity (intraday, short term and structural) across the region within applicable regulatory and internal risk limit, ratio and trigger frameworks, in close coordination with the Regional ALCO, Regional Corporate Treasury team and Treasury Risk Management group
- Manage the APAC bank balance sheets to comply with applicable regulations, internal corporate mandated ratios, liquidity parameters, risk policies and capital requirements, in partnership with Regional Corporate Treasury and ALCO
- Collaborate effectively with all other business groups to support their activity from a Treasury perspective, and in particular to ensure appropriate liquidity management monitoring and management by Markets Treasury
- Provide businesses with risk identification, risk management, product development and funding strategy through appropriate transfer pricing of both interest and liquidity risks, as approved by the Country ALCO and the Regional Treasurer.
- Leading strong governance and controls for Markets Treasury and Citi, working in close partnership with the MT CAO, and control functions such as Legal; Compliance; Treasury, Market and Credit Risk Management; Audit; Finance
