**Description of Division/Branch**

You will be part of **the regional team **which works closely with appointed KidSTART Social Service Agencies (SSAs), vendors, preschools, other KidSTART Singapore (KSL) Departments and ECDA to support the implementation of KidSTART programmes in each region, whilst developing an ecosystem of support for low-income families with young children.

The regional teams engage community-based agencies and support efforts to mobilise the broader community, including volunteers, to create collaborative and sustained partnerships that foster deeper connection with KidSTART families.

**Responsibilities**

**1) **Regional Partnerships**
- Partner KidSTART SSAs, preschools and community-based agencies (e.g. FSCs and SSOs) within the region to ensure timely and effective delivery of KidSTART programmes in an integrated and coordinated manner. This may include the following:

- Developing a roll out plan for various KidSTART programmes at the regional level to achieve KPIs (using available data and ground sensing).
- Setting up engagement platforms with community stakeholders in sectors such as preschool, social services, health and education to raise awareness of KidSTART and the importance of early childhood development.
- Where possible, to also set-up multi-sector engagement platforms to develop a shared vision and collective plan of action to achieve positive child development, child-health and parent-child outcomes.
- Develop operational protocols with partner agencies serving low-income families.
- Partner KidSTART SSAs to leverage on community resources and/or volunteers to outreach & engage low-income families with children and coordinate provision of last-mile support to enable families to access relevant resources or programmes.
- Work closely with KSL’s Information & Referral (I&R) deskheads to ensure prompt follow ups and assistance for families referred to the organisation.
- Carry out regular programme monitoring and fidelity audits on KidSTART SSA’s operations, e.g. programme delivery and volunteer management.
- Collate, analyse and surface ground feedback on issues related to children from low-income families to KSL’s Programme Planning branch as part of efforts to review KSL policies and schemes.

**2) Programme Delivery**
- Plan and organise resources (including logistics) involved in implementing KidSTART programmes, deploying resources to different parts of the programme for efficient and effective completion.
- Drive completion of programme deliverables within agreed cost, timeline & allocated resources.
- Utilise appropriate methods and tools to track and measure progress of programmes against set plans and timelines and escalate programme risks.

**Competencies**
- Strong administrative, facilitation & communication skills with a proven track record in programme management and building community partnerships.
- At least 5 years working experience in the social service, non-profit or community sectors.
- Familiarity with systems thinking, community development approaches and/or the early childhood landscape will be an advantage.
- Strong planning and problem-solving skills; exercises initiative and displays innovation in coming up with solutions.
- Able to work well in a fast-paced and dynamic start-up environment.
- Confident, effective and collaborative team-player with strong interpersonal skills.
