**Duties**:
**WHAT YOU'LL BE DOING DAY TO DAY**
As a Contract Specialist, you will use your knowledge of and experience to optimize business results and customer experience by:
- Reviewing requisition package for adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.
- Assisting Contract Specialists/Contracting Officers in performing pre-award and post-award functions that involve the full range of acquisition and contract administration activities.
- Working with the Contracting Officer in preparing determination and findings documentation and Requests for Proposals.
- Performing the full range of contract administration actions required for the acquisition program, including the preparation of contract modifications, negotiation of changes, the exercise of options, and investigation/resolution of contractor delays.

**WHAT WE ARE LOOKING FOR**
**Basic Qualifications**
A. A 4-year course of study leading to a bachelor's degree with a major in any field;
- **OR**
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
**AND**
**Minimum Qualifications**
One year of specialized experience that is equivalent to at least the GS-09 grade level. Specialized experience is defined as ALL of the following:
- Ensuring commitments for expenditures comply with all applicable guidelines.
- Preparing acquisition documents and/or reports (examples: solicitations/contracts, market research, justifications & determinations, audit reports, negotiation objectives, or award documents).
- Reviewing acquisition documents to ensure adherence to terms and conditions or regulations.
**OR**
Three full academic years of progressively higher level graduate education leading to a Ph.D. or LL.M. or a Ph.D. or equivalent doctoral degree if related, or equivalent doctoral degree in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. - **OR**
Possess a combination of specialized experience as described in A and education as described in B that, when combined, equal 100% of the total requirement. (You must submit transcripts.)
