**What the role is**
- The Challenge
The operating environment of the Public Service is undergoing fundamental and rapid change. The issues we face are complex and multi-faceted, which poses challenges to the way the Public Service operates and organises itself. Internally, our shifting demographics have necessitated a new approach to the way we engage our workforce and design our workplaces, while the pervasiveness of technology has fundamentally changed the way we conduct our business.
To prepare the Public Service for these changes, we need to increase the scale and spread of engagement to bring more Public Officers along on the Public Sector Transformation (PST) movement. Through these efforts, we hope to transform the culture of the Public Service and build a Public Service that is better equipped for the challenges ahead, to better serve Singapore and Singaporeans.
**What you will be working on**
- Key Responsibilities
You will lead a team in developing and implementing our strategies to engender greater participation, interest and engagement in our Public Sector Transformation movement. You will need to plan and put in place the right conditions, both short
- and long-term, to promote innovation and action on PST. In the course of this work, you will need to work with partners across Government, and continually innovate in order develop interventions that keep pace with the needs of our stakeholders. The detailed responsibilities are as follows:
- Develop and implement engagement strategies and narratives to reach the wider Public Service audience on transformation efforts through various events or initiatives e.g. Public Service Week, Public Sector Transformation Awards etc.
- Celebrate our Transformation achievements through the PST Awards. You will play the key role of Main Awards Secretariat, which is responsible for establishing/reviewing awards criteria, appointment of panel judges. You will also collaborate with WOG stakeholders on the nominations, assessment process and final presentation of the awards.
- Plan, coordinate and oversee operationalisation of senior leadership forums, middle management dialogues and staff conference events (e.g. Public Service Conference).
- Build an innovative Public Service culture to support transformation, by inter alia, celebrating and promulgating innovative efforts through brownbags and events in collaboration with stakeholders. You will also play a key role in developing innovation capabilities and practices within the Public Service by promoting design thinking training and innovation-related resources.

Key Competencies and Experiences Required
- [Thinking Clearly and Making Sound Judgements]: Strong analytical and critical thinking abilities. Able to work with ambiguity and loosely defined problem spaces, and investigate to sense-make, propose and implement sound and timely solutions.
- [Working Effectively with Stakeholders]: Work closely with other public agencies to implement (and if necessary, customise) engagement initiatives to engender greater participation and interest in Public Sector Transformation. Influence and mobilise all parties to see beyond individual goals towards a collective purpose, and to co-create solutions for a common good of providing wellbeing support for public officers.
- [Programme and Project Management]: Plan, implement, monitor and control all aspects of our engagement initiatives, strategically utilising resources to achieve the objectives within the agreed timelines, costs and performance expectations. This also includes gathering of customer feedback and key insights to identify areas for improvement, implementing enhancements to improve delivery of subsequent engagement initiatives.
- [Events Organisation] Organise events e.g. awards ceremony and conferences which can be physical, virtual or hybrid format. This includes conceptualisation of the programme flow, engagement activities, liaision with stakeholders and management of logistics and budget.
