1 Ensure Legal Compliance of the BSL-2e core facility and its users

Ensure that relevant approvals and licenses are obtained for possession and work with infectious agents as required by the relevant legislationBe the main liaison with BSL-3 team and regulatory authorities and manage the administrative support for updating the MOH BiosIS, Biosafety Committee and internal stakeholders regarding the smooth functioning of BSL-2e facility.

2 Develop, implement and monitor a biorisk/safety management system for the BSL-2e facility

Develop a laboratory safety manual and all operational requirements for the facilityCo-ordinate protocol review and adopt best practices for the laboratory worksConduct safety and security Risk Assessment for all proposed work and the development of SOPsDevelop and conduct training, monitor and keep track of training records and OH records for BSL-2e usersPrepare and arrange for internal audits and periodic external inspections/audits by the Ministry of HealthConduct accident/incident investigation, generate a report with corrective actions after root cause analysisDevelop ERP, lead the BSL-2e Emergency Response Team (ERT) in responding appropriately to laboratory emergencies3 Be a Trainer and Training coordinator

Assist to develop and conduct training for BSL-2e users Coordinate and manage the CET training organised by BSL-3 core facility Act as the main point of contact for all training related enquiries, communicate and coordinate with trainers and relevant stakeholders

Marketing of BSL-3 training programmes to interested parties Assist BSL-3 facility team BSL-3 core facility training

4. Audits and Inspections

Conduct periodic checks on lab equipment and validation of various autoclave cycles and preparation of validation report

Prepare and arrange for internal/regulatory inspections Conduct regular lab inspections, identity and assess any unsafe condition in the worksite/work practice and recommend practicable measures to remedy the work condition/practice5. Develop and Manage Emergency Response Plan (ERP) for BSL-2e facility

Develop the BSL-2e specific ERP and conduct drills Lead the BSL-2e Emergency Response Team (ERT) and assist the BSL-3 ERT team leader in responding appropriately to laboratory emergencies Arrange for annual drill exercise with SCDF

6. Administrative support for BSL-2e/BSL-3 Training coordination including Documentation & Recordkeeping

Assist in procurement of lab equipment and consumables as necessary Review and update documents periodically for IBC’s approval and maintain all files as required File all documents, reports, approvals, licenses etc for BSL-2e facility

7. Assist BSL-3 core facility Operation Team

Work closely with the BSL-3 core facility team and support the Operation Team in safety training, other department-level administration and projects including the national, and regional biorisk management education and training etc
