**[What the role is]**
Lead all aspects of policy development and operational administration of Tote Board's Enhanced Fund Raising (EFR) grant programme with a team of grant officers. This role combines policy and governance review, operational oversight and stakeholder management to ensure effective implementation of the EFR scheme and development of team capabilities.
**[What you will be working on]**
Budgeting for grants
- Oversee and manage EFR grant portfolio allocation, grant commitments, approval trends and forward budgeting to ensure risk management and effective stewardship of funds.
Grants Operations and Data Analytics
- Work with Planning & Performance team to ensure alignment of grant policies within Tote Board and with Ministry of Finance (MOF) where necessary and develop right-sized due diligence requirements
- Drive evidence-based programme improvements through systematic analysis of EFR data, monitoring grant effectiveness, and evaluating outcomes against intended policy objectives
- Spearhead the development of EFR's external communications strategy, working collaboratively with Corporate Communications to showcase programme impact and success stories across multiple platforms
- Review Standard Operating Procedure (SOP) for managing grant operations including claims monitoring and post-approval appeals. This includes monitoring and reviewing the appeals and escalation process to achieve productivity while ensuring sufficient grant governance.
- Oversee the coordination of the business requirements on the grants system [incumbent is OurSG Grants portal (OSG)] by the Grants’ Division, and work with the system development team to ensure alignment between the requirements and system design/development
- Provide updates of Grants division’s key activities (e.g., key project narratives, achievements) to Senior Management and the Board
- Approve case load and amount
EFR audit matters
- Liaise with Tote Board’s external auditors and manage EFR audit-related case enquiries (including whistle blowing cases)
- Manage external audit EFR programmes, including Auditor-General’s Office (AGO), Accounts Receivable Collections (ARC) reporting
Administrative matters
- Lead or support in miscellaneous activities. Tasks include but not limited to:
- Drafting of Funding Agreement
- Coaching & human resource management
- Information Technology (IT) system-related matters
- Records management, ensuring Grants division’s records are properly managed in terms of archival/disposal
- Procurement
**[What we are looking for]**
**Requirements**:
- Trained in Public Policy, Business Administration, Data Sciences or related field
- Minimum 5 - 8 years of relevant experience, with at least 3 years in managerial role
- Strong understanding of Singapore's charity sector and fundraising landscape
- Experience in grant management and policy development
- Proven track record in team leadership and people development
- Ability to sense-make and contextualise domain-specific knowledge
- Strong aptitude for leveraging technology solutions to drive work productivity and process improvements
- Ability to identify, assess, and mitigate risks across various stages in grant operations
- Strong communication and stakeholder management skills
- High levels of integrity and independence
- Prior experience in public, non-profit and/or grassroot organisations would be an advantage
