**The Role**:
**What’s the role?**
You will be entrusted with the following:
- Plan Electrical and Instrument (E&I) activities related to turnarounds and other shutdowns in a safe and efficient manner; and in accordance with applicable premises, approved work processes, and standards.
- Support E&I workshops (internal & external) coordination.
- HSSE - Act at all times in accordance with the policy of health, safety, security & environment and plan for TA activities accordingly. Ensure all HSSE requirements, Technical, and Process Safety Standards, and local requirements i.e., Energy Market Authority Act, Electricity Act, and local Code of Practices are considered in the TA Planning process and complied during execution of work.
In order to ensure Shel Jurong Island SJI’s assets operate safely & reliably, without suffering any process safety incident or causing life-changing events to person(s), you are accountable to ensure compliance to those Critical Activities assigned for the role. More specifically:
- To deliver effective TA planning for all TA related activities (Maintenance, Operations, and Projects) for electrical and instrumentation works.
- Gather scope/work packages with detailed information for planning.
- Lead comprehensive alignment on electrical and instrumentation scope optimization.
- Data entry/import of detail job plans and estimates into scheduling tool.
- Support the preparation & implementation of logistic and environment plans.
- Identification, review & escalation of high-risk activities and communicates key issues & risks to the TA Event Manager.
- Identify and order long-lead items, tools, equipment, materials/parts and secure services/resources required for TA execution. Ensure all relevant technical, safety & quality requirements are clearly incorporated into the deliverables.
- Work together with TA Schedulers to optimize the TA Event’s integrated master schedule.
- Field Coordination: Act as field coordinator during the execution of an event - coordination with contractors, update progress schedule, responsible for quality assurance aspects and completion status, verify daily Value of Work Done (VOWD), management of TA files & records, participate in lessons learned & look back process reviewing for improvements in terms of planning & scheduling.
- During planning stage, the planners will work on both Electrical & Instrument disciplines related planning activities to enhance the dual skills capability, he/she needs to undergo gap assessment according to Job Competency Profile and attend training(s) for gap closure.
- Upload all infrastructure equipment service reports to Sharepoint as records.
- Management of (scope) Change report back on daily schedule and work with Operations, Discipline Engineers and TA Coordinators on changes.
- TA KPI Report back on daily schedule/activities to support monitor and reporting TA KPI.
- TA Budget Support cost management initiatives where applicable - forecast cost and workforce requirements, implement agreed TA contracting strategy & contingency cost, validate/challenge invoiced cost.
- Authorized Applicant & Engineer’s role as per SJI Permit to Work (PTW) requirement
- Execute role of standby engineer for purpose of supporting the running plant in troubleshooting of related problems after office hours. (On Scheduled rotation)
- Carry out any other related duties as required, including temporary assignments in other sections within the MTAC department on site.
**What we need from you**
We are keen to speak to individuals with the following:
- Diploma/Degree in Electrical engineering or equivalent
- Min 5 years electrical/instrumentation execution/planning experience in refinery/chemical/petrochemical industry
- Completed HV Operation Course by EMA
- LEW qualification is an advantage
- Oil/petrochemical industry safety course for supervisors
- Competent in organizing/preparing work scope and work method statements
- Strong supervisory skills in managing crafts with good written/verbal communication skills and customer focus
