**Duties**:
Classifies jobs and prepares necessary documentation for positions covered by the Federal Wage System (FWS) and/or General Schedule (OS) classification and Job grading systems. Gives expert and authoritative advice on complex classification issues and problems with agency-wide Impact.

Provides agency managers with authoritative interpretations of classification, compensation, and position management procedures, practices, policies, and guidelines when the issues involved are new, highly controversial, precedent setting and/or involve more than one area of human resources (HR) policy.

Uses various HR systems to provide expert advice on major organizational planning issues, such as the expected impact or reductions in work force. reorganizations, or other mass changes or situations involving a broad perspective on complex, interrelated actions. Interprets complex data on related issues such as position management, position classification, and workforce planning and analysis.

Reviews and drafts new or proposed classification. wage administration, and position management policies. procedures, and guidelines for agency-wide use, such as implementation of automated systems. Drafts policies and guidelines that impact the Library of Congress practices and processes due to the visibility, sensitivity, and/or controversy of the issues involved. Serves as the Library's technical authority with respect to policy and regulatory impact upon the Library's classification program.

Examines and evaluates the classification, compensation, wage administration, and position management programs of an agency. Recommends agency-level policy and practice changes to strengthen and improve activities, strategies, and techniques, such as those involved in the classification of unique, complex, high-level positions.

**The salary in this vacancy announcement reflects DC duty station. The actual pay will be set in the duty station where the work will be performed.**

**Qualifications**:
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

**Knowledge of federal classification principles, concepts, precedents, and practices.**

**Knowledge of federal position classification law, regulations, policies, procedures, and practices.**

**Ability to interact collaboratively with others exercising judgment and discretion in order to provide consultation and liaison services.**

**Ability to plan and execute work.**

**Ability to communicate in writing.**

**Ability to communicate effectively other than in writing.**

**Additional information**:
Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
