**JOB SUMMARY**

The Senior/Executive (Public Health Officer, HIV Registry) in the National Public Health and Epidemiology Unit (NPHEU) controls the spread of major communicable diseases in Singapore such as HIV and other sexually-transmitted infections through epidemiological investigations, and assists the Manager (National HIV Registry) in the custodian and maintenance of the National HIV Registry, including data collection, analysis and reporting of national HIV indicators.

**MAIN DUTIES AND RESPONSIBILITIES**

SPECIFIC
- Epidemiological investigation of new HIV cases
- Interview index cases and request relevant information necessary for contact tracing and epidemiological investigation.
- Conduct tracing of all contacts of the index case, including the notification of spouses
- Conduct chaperoned visits at the place of residence or work of index cases outside of office hours where necessary, for the purpose of contact tracing and interviews with cases/spouses.
- Refer and encourage all identifiable contacts of index case to go for HIV testing, and track their test results
- Establish and confirm epidemiological links between index and possible contact from medical records, national portals and various source systems, as well as interview notes from index case and possible contacts
- Liaise with relevant stakeholders in NCID, health institutions and other public health agencies to collect information for HIV Registry in accordance with the Infectious Diseases Act (IDA)
- Ensure accurate data entry into HIV Registry in a timely manner and that each case is properly serialised
- Maintenance of HIV Registry
- Support the administration of the NPHURS (National Public Health Unit Registry System)
- Conduct periodic audit of data in HIV Registry
- Provide analysis of national trend on HIV cases using data from HIV Registry
- Prepare monthly and ad-hoc reports on the HIV Registry data
- Monitor the key performance indicators for the National HIV Registry and submit periodic updates to the Data Supervisor
- Collate and submit reports to MOH and other agencies
- Liaison and coordinator for timely reporting of HIV sero-surveillance programmes
- Serve as liaison and coordinator for the National sero-surveillance programmes for antenatal surveillance, anonymous testing, STI surveillance and hospital voluntary opt-out screening
- Organise and collate HIV and STI data from various surveillance sites
- Collate and submit periodic and ad-hoc reports to MOH and other agencies such as WHO UNAIDS
- Respond to adhoc requests for data and other information
- Country liaison and timely reporting for National HIV surveillance programmes where required
- Lead and manage operational and programmatic process and quality improvement projects
- Serve as project manager for process and quality improvement projects to improve operational workflow or National HIV sero-surveillance programmes.
- Take charge of planning timeline of abovementioned projects and ensuring that project deliverables are met in accordance.
- Serve as point of contact for internal or external stakeholders involved, coordinate meetings where required and ensure minutes of discussions are recorded and track items for follow up.
- Independently drive each project to ensure intended outcomes are achieved.

- Carry out any other duties as required by the Director of NPHEU and the NPHEU teams

**JOB REQUIREMENTS**

EDUCATION
- Relevant degree, with 1-2 years of working experience
- Fields related to health sciences, nursing or social work would be advantageous

EXPERIENCE
- Experience with investigative, public health work or data analysis would be an advantage
- Experience in data management and administrative work
- Proficient in MS Office Applications
- Strong communications and interpersonal skills
- Good written and verbal communication
- High integrity with the ability to maintain confidentiality
- Adaptable, goal-oriented, self-starter who is pro-active and able to work under pressure as well as in rapidly evolving environments
