
Assistant Manager/manager, Funding, Outcomes

To enable delivery of quality and effective services by Social Service Agencies (SSAs) through funding, outcomes and service standards frameworks. Leveraging on funding to push forth strategies that encourages SSAs to embrace service quality as well as the 4ST agenda to improve service users’ outcomes and accountable to funders.
**a) **Achieve goals of NCSS and Service Planning and Funding Group**
Develop annual plan to align, strengthen, and engagement stakeholders on NCSS and Service Planning and Funding Group goals.
- Develop and execute plans to meet the goals/KPIs of the NCSS and Service Planning and Funding Group in Thrust 1 of the social service sector strategies; and
- Influence, guide and manage internal and internal and external stakeholders (social service agencies (SSAs), Ministries, Board members, etc) to best support the sector strategic thrusts and mission through funding resources.
**b) **Achieve improved service quality and impact**
Conceptualise, develop and implement funding mechanisms that nudges SSAs towards service quality and improvement.
- Conduct literature review on funding and outcome mechanisms of local and/or international funds or foundations for the programme/sub-sector;
- Support the deliverables and continuous improvement to the current and changing landscape in Funding, Outcomes and Standards work;

- Engage Social Service Agencies, internal stakeholders and other relevant bodies to seek inputs, feedback and buy in for implementation; and
- Develop and fine-tune the current operational policies to ensure alignment and support for the funding and service outcomes.
**c) **Ensure Accountabilty to Stakeholders**
Support funders and community stakeholders in meeting the identified social goals for the clients groups.
- Review the funding and outcome operational policies to ensure the fund and outcome objectives and criteria are met;
- Develop outcome framework to support the programme type and fund impact; and
- Analyse and manage the financial reports of the funded programme for best use of funds.
**Funding and Outcome Management**
Manage programmes, financial sustainability and outcomes of programmes.
- Develop programme type measurement tools for cost benefit or avoidance analysis;
- Ensure compliance of integrity in matters of people, processes, procurement and internal as well as external relationships with SSAs and other stakeholders; and
- Develop, manage and review of processes and controls to ensure integration and integrity across the IT and process system - from fund allocation system to disbursement and procurement are adhered to.
- Adopt the use of technology and outsourcing to achieve improved efficiency in our processes.
**e) **Others**
- Secretariat support and any other duties as assigned

**Experience**:
At least 2 to 3 years work experience, preferably in the fields of quality and standards, performance management or any other relevant fields.
