Assist the Project Manager on matters relating to compliance with HSE requirements.
- Assist the Project Manager in the implementation of the site Health, Safety and Environmental Management Plan for the conversion project.
- Ensure a safe and healthy working environment for the vessels under his charge.
- Ensure safe work practices are carried out in all operations and suspend work where conditions or practices are unsafe.
- Enforce all WSH legislation and in-house HSE rules and regulations.
- Assist HSE IMB in investigating accidents or near misses and recommend corrective actions to prevent recurrences.
- Keep proper accident records and statistics for vessels under his charges.
- Conduct regular safety inspections of the shipyard premises and on vessel for the purpose of identifying unsafe work practices and improving working conditions as well as to close the findings observed.
- Conduct inspection of hot-work locations and endorse the permit-to-work for hot-work and other hazardous operations.
- Inspect hot-work locations and yard to ensure compliance with yard regulations and government legislations.
- Act as secretary for the daily Vessel Safety Coordination Committee (VSCC) meeting and record meeting minutes.
- Enforce the implementation of Risk Management in the daily activities in the yard.
- Check, evaluate and ensure that a relevant Risk Assessment has been conducted for activities to be carried out in the yard.
- Should a Risk Assessment be inadequate, he shall advise the respective Foremen / Supervisor to include / amend the Risk Assessment before endorsing the permit-to-work.
- Assist HSE Manager / Assistant HSE Manager in implementing Risk Management within the company.
- Monitor the progress and closure of corrective actions taken for non-conformances observed in inspections.
- Ensure the nominated HSE personnel conduct the daily gas monitoring of confined spaces and update the status on the tank/confined space status chart.
- Controls and supervises firefighting, rescue and anti-pollution operations.
- Organize programmes and promotional activities to enhance HSE awareness. Investigate incidents, analyze root causes, recommend corrective measures and verify that approved corrective actions are taken.
- Ensure that all standard operating procedures comply with specifications, quality standards, statutory and regulatory requirements.
- Any other assigned duties and responsibilities.

JOB REQUIREMENTS

Degree / Diploma in Naval Architecture / Civil / Marine and Offshore / Mechanical / Electrical Engineering or its equivalent.
