**Job Summary**
Responsible for the overall management of the Human Resource, Employee Conduct, Membership, Corporate and Public Communications, InfoComm Technology and Security, and Administration of the club.
**Main Duties and Key Responsibilities**
Human Resources Management
1. Direct the full spectrum of human resources activities, and to ensure that company conforms to applicable HR related regulations and statutes, and organisational procedures and policies.
2. Responsible in designing systems and developing policies for organisational effectiveness and employee satisfaction, including compensation and benefit systems, recruitment, employee training and development, performance management, retention, policy administration/compliance, and labour/employee relations.
3. Maintain a high level of employee conduct to ensure no erosion of public’s trust and confidence in the organisation due to any misconduct by employees.
4. Assist GM to build a sustainable workforce and drive the best behaviour within the workforce to ensure optimum productivity.
5. Provide professional advice and support to Department Heads on HR policies and procedures, and staff issues including retention, recruitment, productivity, training and compliance, health and safety, discrimination and diversity, discipline, outsourcing, payroll and employee queries.
6. Prepare annual HR budget (capital and operating expenses) and monitor expenditure against this budget.
Membership Management
8. Work with MINDEF’s CPC and NSPC to facilitate membership data and subscription queries.
9. Responsible for the conduct and administration of annual general meeting, including the preparation of nominal roll, invitation, registration, and design materials.
10. Direct and approve new corporate gifts for sale and suitable merchants for members.
Corporate & Public Communications
11. Plan and direct a clear communication strategy, systems and processes to create and maintain a positive and consistent club image/identity to members and general public.
12. An editor who is responsible for the production/activities of all communication collaterals (website, Facebook, quarterly newsletter, annual reports, marketing brochures, etc ) and direct the copywriting and publication of all club’s communication channels.
13. Work closely with MINDEF Communications Organisation on activities involving Political Office Holders and public image and communications of the organisation.
14. Administer all feedback channels and ensure its response efficiency and proficiency.
15. Work in tandem with Corporate Image/Heritage Subcommittee to gather feedback from the ground (including conducting annual survey) to improve club’s facilities, members’ patronage and member services.
16. Together with Corporate Image/Heritage Subcommittee, to constantly update and improve the information and items displayed at the Heritage Gallery.
Information Communication Technology (ICT) and Security
19. Develop ICT policies on servers, networking infrastructure, system security, and services, and plan short and long range projects related to network systems, software, hardware, upgrades, and infrastructure.
20. Oversee the development and implementation of company-wide information and communications systems that support the company operations.
21. Develop and implement a comprehensive and effective help desk service to provide technical support to systems users and administer its efficiency.
22. Develop and implement personal data protection system for staff and members based on the PDPA guidelines and requirements.
Office Administration
24. Oversee overall office administration, including office equipment purchase and its maintenance.
25. Manage the contract and operations of club’s shuttle bus services.
26. As part of corporate governance framework for MINDEF Related Organisations, act as the point of contact with MINDEF on employee conduct, publication communications and ICT security.
**Job Requirements and Qualifications**
- Degree in human resources management with at least 5 years HR generalist experience, and 3 years in a managerial position.
- Familiar with current HR trends, practices, tools and employment laws.
- Good management skills with the ability to lead and direct the HR team effectively in daily activities.
- Sound knowledge in editing, copywriting, designing and publishing.
- Considerable knowledge in development and implementation of ICT, and communications systems.
- Ability to prepare and administer budgets; skill in planning, directing, and administering HR programmes and systems.
- Strong communication and interpersonal skills.
