Senior Assistant Manager, Safety and Facilities, Co11ab

This position reports to the Deputy Director of co11ab. The incumbent will be instrumental in managing all aspects of safety, facilities, security, and business continuity of co11ab, particularly the Life Science Lab and Engineering Makerspace. The role requires a strong background in safety compliance, facilities optimization and emergency preparedness.
Responsibilities:
- Discharge the duties of a Workplace Safety and Health Officer (WSHO) in accordance with the Workplace Safety and Health (WSH) Act and the WSH (WSHO) Regulations. Ensure compliance with regulatory bodies such as NEA, MOM, SCDF, HSA, and SPF.- Develop, implement and monitor WSH management systems, risk management plans, and emergency preparedness protocols.- Facilitate timely safety audits in collaboration with internal and external stakeholders, including the LKC School of Medicine H&S team, to continuously improve safety standards.- Ensure risk assessments are up-to-date and that control measures are effectively implemented.- Design and deliver safety competency programs, including onboarding, hands-on training, and safety refresher courses.- Establish and maintain a comprehensive training matrix to track safety and operational training for all staff and members, ensuring compliance and timely completion of required training.- Provide expert advice to Management on changes in Acts, Regulations, Codes of Practice, and Standards, recommending updates to safety practices.- Manage facilities optimization, capacity planning, and asset lifecycle tracking to maximize operational efficiency.- Facilitate safety and facilities inspections, ensuring timely resolution of non-compliance and unsafe conditions.- Prepare detailed safety performance reports, resource utilization metrics, and incident investigation findings for management.- Coordinate approved CAPEX projects, ensuring proper planning, execution, and completion. Participate in relevant procurement activities.- Oversee the booking and proper use of facilities (e.g., Tissue Culture Room, laboratory equipment) with co11ab members.- Manage scheduled maintenance, improvements, and vendor contracts to ensure smooth operations of all systems (e.g. fire safety, M&E systems, IT-related).- Implement and communicate emergency response plans, ensuring business continuity and incident preparedness.- Act as the secretariat and facilitator for the WSH Committee, driving a proactive safety culture across co11ab. Develop a variety of communications settings to inform and engage a diverse community in co11ab.- Lead routine safety-related drills, including fire drills and crisis management scenarios.- Oversee facilities and ensure their readiness for events and activities organized by co11ab, including booking arrangements, setup, and compliance with safety protocols.- Perform other ad-hoc duties as assigned.
Qualifications:- Possess strong knowledge of laboratory safety as reflected by qualifications and continuous training.- Strong knowledge of WSH regulations, risk management, and emergency response planning.- Excellent communication, leadership, and stakeholder management skills.- Ability to design and deliver training programs related to safety and operational processes.- Proficiency in Microsoft Office and facilities management software tools.
