- OtherThe Primary Care Development (PCD) team supports MOH and primary care providers in the development and implementation of primary care models aimed at strengthening the sector to provide better care for patients and achieving the Primary Care vision of “One Singaporean, One Family Doctor”.

PCD is the appointed programme administrators for Primary Care models such as Community Health Centre (CHC) and Primary Care Network (PCN).

As a member of this team, you will be managing key partners in PCD to:

- Strengthen team-based care within each PCN - Joint review and planning of practice model, service provision, operational workflows and fund utilisation.
- Strengthen administration of the programme in key areas such as programme management, claims management, governance, data reporting and analysis, etc.
- Co-develop new initiatives to support care integration.

**Key functions of the role are**:

- Account Management and Scheme Administration
- Secretariat of the PCN Council
- Support the development and implementation of PCN Publicity and Marketing Communications.
- Facilitate in the project management for new programme development and implementation.
- Any other roles that are assigned by the Reporting Officer.

**Account Management**

Assist PCN Account Manager to:

- Engage and provide dedicated support to assigned PCNs
- Manage and foster strong relationships with PCN Leaders and their HQ staff to strengthen the administration of the existing programme and to gather insights for development of new initiatives
- Assist PCNs to on-board new clinics into their network
- Manage the funding for the assigned PCNs including, but not limited to, processing of quarterly claims from PCNs and liaising with PCN Claims Team to ensure proper controls in place for the fund administration
- Ensure PCN’s timely submission of Half Yearly Progress Report and Yearly Chronic Disease Registry (CDR)

**Scheme Administration**
- Work with PCN HQs and MOH to ensure smooth onboarding process and short turnaround time
- Management and analysis of PCN databases
- Co-develop and perform testing with business partners, as well as IT developers, on enhancements to be made to data collection databases and programmes.

**Secretariat**
- Work with PCN Chairman and members to co-develop new initiatives and support implementation efforts of new ground up initiatives
- Facilitate the coordination and collation of meeting agenda, presentation materials and minutes taking for both internal and external meetings including, but not limited to, the below:

- Monthly AIC-MOH PCC (Working Level) Meeting
- Quarterly AIC-MOH PCC (Directors Level) Meeting
- Bi-Monthly PCD-CCMHD Meeting

**PCN Publicity and Marketing Communications**

Create awareness and enhance publicity for PCN to:

- Review and refine PCN’s enrolment process of clinics/patients through development and implementation of PCN marketing collaterals.
- Review, refine, timely update and maintenance of PCN webpages’ contents and initiatives periodically to increase visitor-ship.
- Co-develop initiatives, collaterals and editorial write-ups to create awareness for PCN’s value proposition and sustain interest on PCN
- Oversee project management that includes procurement (RFQ/ RFP) to vendor management
- Liaise with Integrated Marketing Communications Division (ICMD) on PCN marketing collaterals, editorials, social media marketing and publicity campaign

**Job Requirements**:

- Degree holder in any discipline.
- Minimum 3 years of relevant working experience, with preference for experience in business development and marketing roles, or junior business analyst roles.
- Possess strong organizational skills in communication, writing, analytics, problem-solving and project management.
- Strong relationship builder with positive attitude and a good team player.
- Highly driven, self-motivated and resilient.
- Ability to thrive under pressure in a fast-paced and rapid changing environment.
- Being creative and innovative would be an added advantage
