Singapore PUB, The National Water Agency Full time

**What the role is**
- You will be part of the Programmes Design & Placement (Corporate & Development) team in our Singapore Water Academy Department. The Singapore Water Academy (SgWA) was set to better equip our PUB workforce with the technical know-how to perform their duties, and to build new capability through centrally planned competency-based training and development.

**What you will be working on**
- Your role will include but not limited to:
1. Develop, review and update Competency Frameworks (CF) which are aligned with organizational objectives and work with departments to identify competencies required for the different job posts within the departments.
2. Manage the ongoing review of CFs arising from re-organisation and course review etc.
3. Review training policies and manage the process of competency-based training to support lifelong learning for PUB officers to deepen and broaden their skillsets.
4. Curate, implement and review comprehensive training programmes under selected organisational and functional CFs for PUB officers.
5. Manage the execution of key milestone training programmes based on adult learning pedagogies and utilize various instructional techniques and formats to engage learners and promote effective knowledge transfer.
6. Manage and review the list of trainers following SgWA internal and external trainers’ management framework, including the appointment of trainers, tracking trainers’ hours and associated honorarium payments.

**What we are looking for**
- Degree in Business or related discipline, preferably with specialisation in Human Resources / Training & Development / Business IT
- Motivated individual who is meticulous and possess excellent communication and presentation skills, with the ability to engage and inspire learners.
- Strong organizational and project management capabilities, with the ability to multi-task.
- Passion to help people to learn and grow and must be able to work collaboratively with others.
- Proficiency in using training software, learning management systems, and multimedia tools will be an advantage
