Singapore Tote Board Full time

**What the role is**

You will be part of a purpose-driven and impactful Grants team to develop and deliver grant programmes with external partners. To this end, Tote Board is in the process of scaling-up an Impact & Outcome Management framework (IOM) to allow more informed decision-making by funders and to ensure good accountability and grant efficacy.
With our focus on impact giving, Tote Board will play a strategic role in catalysing a more outcome-oriented and data-driven culture within the not-for-profit ecosystem. You will be the Team Lead for the scale-up of Tote Board’s IOM.

**Responsibilities**

**What you will be working on**

You will lead a team to deliver the following workstreams:

- Conduct sector and issues-based analysis and draw on business insights to identify gaps and needs;
- Partner 3P players (Public, People, Private: Government, community, corporates) on initiatives/ structures to catalyse capabilities building of non-profits in evaluation and measurement (e.g., indicator design; implementation; and data collection and analysis etc), starting with the impact areas/ issues identified under the IOM;
- Harmonise evaluation efforts with relevant stakeholders, in areas such as setting common data collection standards; co-determining common outcomes/ indicators/ standards/ targets; and outcome evaluation approaches;
- Support relevant stakeholders’ or partners’ capacity to deliver technical assistance and project advisory services to non-profits (e.g., support theory of change capabilities of non-profits, including Tote Board’s grant partners; monitor the delivery of evaluation efforts towards IOM objectives; guiding on how data on outcomes could be integrated into strategy, programme design, and other key processes of the organisation etc);
- Plan for and initiate the development of a data clearinghouse (evidence base) with partners, to disseminate best practices and sharing on what works;
- Commission, co-create, and coordinate impact/ outcome evaluation projects in ecosystem, particularly support for non-profits. There would also be a focus on encouraging cost-effective, actionable evaluations across sectors;
- Contribute to the design of new strategies, portfolio development, data initiatives within Tote Board where relevant.

The various partnerships and the insights through practice would also create a feedback loop to help Tote Board ensure the continued relevance of the IOM to national and community needs.

**Requirements**:
**What we are looking for**
- Preferably in a relevant field such as Economics, Accountancy, Business Administration, Public Policy, Research or Statistics;
- Minimum 8 years of relevant working experience in strategy, impact evaluation, data analytics, or business/programme with 5-8 years in managerial roles;
- Ability to sense-make and contextualise domain-specific knowledge; ability to analyse and tackle issues from macro and micro perspectives, especially in the area of public policy. Is imaginative yet realistic and impact-driven;
- Ability to multi-task and manage diverse stakeholders and complex issues; good organisational and planning ability;
- Strong leadership skills to shape, motivate and inspire teams to achieve vision, mission and values for Tote Board and the Tote Board Group;
- Demonstrated drive / initiative; capacity to work under pressure; and high levels of integrity and independence;
- Strong communication (oral and written) and stakeholder management skills;
- Excellent quantitative, qualitative, and analytical skills (data visualisation and analytics proficiency a must, Tableau preferred).

**Note: This is a fixed term contract position.**
