**Duties**:
The purpose of the position is to perform a variety of analytical assignments utilizing qualitative and quantitative analysis to review and evaluate administrative operations and management practices for the purpose of improving organization efficiency and effectiveness. The duties and responsibilities of this position include:

- Plans, schedules, and conducts projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program.
- Determines the functionality of unique organizational structures and provides necessary and appropriate coordination among key participants for the long-range planning and development of organizational structures to meet objectives and mission (i.e., information management systems, human capital, administrative support, financial and budgeting).
- Develops new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering policies, guidelines, instructions, and procedures.
- Responds to formal contacts and provides guidance and direction concerning management of contract information.
- Implements study methods and techniques to be utilized in complex studies and non-financial audits.
- Performs project type assignments.
- Provides advice, guidance, and assistance to senior leadership in a wide variety of management services areas with an emphasis on improving organizational efficiency and productivity.
- Advises on the impact of changes in mission and recommends alternative courses of action for resolving management problems in a variety of areas such as workforce utilization, productivity management and workflow.

**Qualifications**:
**Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.**

**Minimum Qualifications**:
**GS-09**: You must possess at least one year of specialized experience equivalent to the **GS-07** level in the Federal service (obtained in either the public or private sectors) performing (**2**) of the (**3**) duties listed below:

- Reviewing administrative, technical, or analytical support functions to identify potential problems;
- Recommending solutions to problems in organizational structures, administrative procedures, and/or work processes;
- Collecting and/or compiling program data or generating data reports to support the development of presentations or reporting.

**OR **two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; or a combination of the required experience and education for this grade level.
- OR
- **GS-11**: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the **GS-09** level in the Federal service (obtained in either the public or private sectors) performing (**3**) of the (**4**) duties listed below:

- Conducting studies of employee/organizational efficiency or productivity;
- Recommending changes or improvements in organization, staffing, work methods, or procedures;
- Identifying, analyzing, or recommending solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution.
- Preparing or delivering briefings on study findings and/or recommendations.

**OR **a Ph.D. or equivalent doctoral degree _or _3 full years of progressively higher-level graduate education leading to such a degree _or _LL.M., if related; or a combination of the required experience and education for this grade level.
- OR
- **GS-12**: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the **GS-11** level in the Federal service (obtained in either the public or private sectors) performing (**4**) of the (**5**) duties listed below:

- Compiling and/or summarizing data for reports, briefings, or other administrative documents;
- Evaluating the effectiveness, efficiency, and/or productivity of administrative services or operation;
- Planning and/or conducting studies on identified or suspected administrative problem areas;
- Recommending solutions to problems in organizational structure, administrative procedures, and/or work processes;
- Developing policies, guidelines, instructions, and/or procedures for administrative support f
