We are looking to for a **General Manager** to join the Rakuten Asia, HR & Admin Department. The incumbent will be leading the Singapore HR Department, partnering with leaders of the organization to develop, implement, and execute an organization-wide HR strategy that delivers competitive advantage and progress on the organization's strategic objectives.

Oversee full spectrum of HR function, with support from reporting TM/TA Lead & HR Ops Lead.
- Develop and implement Corporate and HR strategies, policies that align with the organization's overall business objectives.
- Collaborate with senior leadership to forecast HR needs and ensure workforce planning is in line with strategic goals.
- Business partnering with businesses and CoEs to influence best practices and provide counsel to others CHRs and Leadership
- Identify the capabilities needed to meet the current and emerging business needs of a significant function. Evaluate current capabilities, identify gaps, and prioritize development activities.
- Foster a diverse and inclusive workplace culture that values equity and belonging.
- Handle employee relations and ensure compliance and cultivate a safe & harmonious workplace environment.
- Lead change management efforts, supporting the organization through periods of growth or transformation.
- Communicate and inspire a large or diverse workforce to commit to the company’s direction, mission, and vision to achieve the organization's business goals.
- Represent the organization in a variety of industry, institutional, and/or professional forums, boards, and committees in order to consult/negotiate/ promote the company brand and HR efforts.
- Departmental budget management
- Oversees other administration aspects to ensure smooth office operation.

**Experience & Skills**
- A minimum of 12 years of progressive HR experience.
- Proven track record in HR strategy, workforce planning, business partnering and at least one other HR pillar: talent acquisition, employee development, performance management and HR operations/ system.
- Exceptional interpersonal and communication skills for building strong relationships with employees and stakeholders.
- Change management expertise to lead HR initiatives and adapt to evolving business needs.
- Comprehensive knowledge of local (Singapore) HR laws, regulations, and best practices.
- Strong decision-making skills.
- Excellent negotiation abilities for conflict resolution and achieving stakeholders' buy-in.
- Proactive planner to anticipate future organization operational needs.
- Policy development and implementation to support organization governance.
