**Position Summary / Project Description**
This role is also required to work closely with internal stakeholders including business users, product manager, solution architect, finance departments to support the driving of alignment of IT projects to business priorities, objectives and KPIs. Ensure that the projects initiated through a set of KPIs achieve the intended business outcomes.
Managing fiduciary duties is one of the functions but more importantly ensuring the IT Value is instrumented within the projects from the financial investments are justified. This process starts from the Business Justification of the projects as part of paper 1A all the way to the final approval papers submitted that is cost efficient according to PMP.
**Role and Responsibilities**
- Setup / implement / enhance define Project Management processes, procedure for program governance, tracking, monitoring and project status updating, especially allocated projects’ budget
- Manage/Maintain projects’ related contract and manage 3rd party vendors involved in the projects driving cost efficiency
- Work closely with internal stakeholders (Business Users, Product Managers, solution architect) to manage the prioritization of IT project/solution-ing to be aligned to Business Objectives and KPIs, to achieve project goals
Produce accurate and timely reporting of program status throughout its life cycle.
- **Perform Secretariat Services for CIO Office**
a) To schedule yearly work plans
b) To manage, facilitate and administrate Paper Circulation for approval
c) To follow-up on the Matters Arising from the previous committee meeting
d) Ensure all papers are cost efficient meeting tangible Business Objectives and KPI
e) To poll and confirm agenda items tabled
f) To prepare a summary paper
g) Manage secretariat functions for IT Purchases up to Senior Management(SMM) and Board Approvals
- **Prepare Workplan Agreement for Sign-off**
a) To prepare yearly Workplan Agreements
- Liaise and follow-up with various section owners of the Workplan Agreement;
- Extract information from source to populate various sections of the Workplan Agreement;
- Baseline the Workplan Agreement for Institutions' Review; and
- Update final changes and compile the final Workplan Agreement for Institutions' Sign-off.
b) Focus on developing systems project management capability in each of the Public Health Institutes according to PMP
c) Work with individual PHI CIO/IT Directors on governance on project outcomes and PIR Reporting
d) Cross cluster infrastructure projects
e) Manage IT Projects cost structure across vendor costs, IHIS Mandays costs and delivering on the Business KPI and Goals
f) Re-invest the cost savings into driving strategic initiatives delivering further business value to NHG
g) Ensure IT Delivers the Productivity Goals set by NHG PIR
**Upward IT spending trend necessitates greater IT budget management and monitoring, this role will work on a transformation of the IT Budgeting process-CITEC**:
- NHG IT Strategic Plan as a NHG collective effort to enable Care Transformation
- Shifts in mix towards national and cluster strategic projects, with reduced proportion of investments in silo, institution level projects;
- Shifts in mix of capex and opex IT spending as National IT projects adopt new charging models (e.g. SaaS, PaaS pricebooks, etc.);
- More deliberate focus on value and cost optimization;
- HealthTech Transformation Program (HTTP) to review the IT Operating model between IHiS and the clusters.
**Requirements / Qualifications**
- Degree in Engineering, Computer Science, Accounting, Business
- At least 12 years of Project Management experience, in which at least 5 years equivalent of program / portfolio management
- Possesses deep knowledge in Project Management best practices and demonstrate strong experience in managing complex projects, managing multiple projects and project of size $5m with proper PMP
- Has experience in vendor management, contract management, project costing/pricing
- A team player, highly motivated to builds relationships with cross-functional team members, stakeholders, and others in the organization who have impact in the projects
- Always looking for ways to improve, enhance the processes for efficiencies and quality of delivery
- Take ownership to manage risks and issues resolution for successful project implementation
- Strong written and verbal communication; able to communicate effectively at all levels and able to clearly articulate and align IT and business benefits and values.
- Six Sigma or PMP certification preferred.
This role reports to the NHG Group CIO Office with direct charter to drive cross cluster projects for Infrastructure and PHI Specific projects.
