About
The Payments Compliance Counsel will be part of the payments legal team reporting directly into the Global Legal Compliance organization and serves the ByteDance group of companies, including Tik Tok, in respect of payments compliance matters. The role will assist the team in reviewing, understanding, and synthesizing various jurisdictional payments legal advice with a goal of achieving a global approach to payments compliance. The role will also act as the interface between the Global Legal Compliance team and the business products to coordinate and communicate global payments legal advice and mitigating solutions to the relevant lines of business.
About the team

This is a full-time role based in Singapore
Responsibilities
- Advise product teams under the Bytedance group, including TikTok, on a range of payment issues such as money transfer services, e-money, payment tokens, AML, gifts, stored value cards and facilities in Singapore and around the region.
- Actively collaborating and providing guidance with a wide variety of internal stakeholders, including product and compliance on a range of issues related to product development and commercialization of global payment projects and services;
- Lead the coordination, presentation and communication of the global payments legal advice from legal and compliance partners to the creator monetization product and other product teams, and assist with escalations when necessary.
- Ensure that global payments legal advice and associated risk ratings are uniform when measured against the relevant risk matrix; and assist with updates to the risk matrix.
- Provide advice and input to the design of policies, programs, procedures, and other controls.
- Work with cross-functional stakeholders to develop and execute a plan for engaging with current and prospective partners on payments compliance-related matters.
- Manage projects that span several departments, partners, product offerings, and international regions.
- Review relevant laws, regulations, and payment network rules and work with compliance, product, legal, and operations to provide guidance and interpretation.
- Understand and communicate complex risk, legal, and regulatory concepts to internal and external stakeholders.
- Establish strong working relationships and build trust and credibility with stakeholders, influencing and supporting a culture of payments compliance.
- Manage business product stakeholders on payment compliance and consult the global payments legal team members where required.
- Additional projects and ad hoc work as necessary to support the Global Payments and Global Legal Compliance teams

Minimum Qualifications
- Qualified lawyer with experience in the fintech/payments industry or solid experience in managing or leading compliance programs in an international payments or financial institution.
- Knowledge and experience with payment product compliance advisory and review. Experience managing global or regional compliance, as well as the risks and regulations applicable to consumer-facing financial services and products.
- Ability to understand and interpret regulations and regulatory guidance, and adept in simplifying complex themes into understandable communications.
- Hands-on experience managing distinct projects and programs, with particularly strong skills in stakeholder management and influence and a strong sense of ownership.
Preferred Qualifications
- Global or regional exposure and experience gained in the Fintech startup space or creator economy industry is highly advantageous.
- Experience with money transmission, remittance, payments and AML laws, and possess knowledge of sanctions and other financial crimes compliance rules and regulations.
- Excellent cross-functional collaboration skills, including navigating leadership, external partners, and regulators and exercising sound compliance judgment in a complex and challenging environment;
