Lico Resources is partnering with a prominent financial institution committed to driving resilience, compliance, and innovation across the capital markets ecosystem.

An exceptional opportunity has arisen for a seasoned risk leader to helm the design and oversight of group-wide risk policy frameworks within a high-impact, regulated environment. This strategic role offers the chance to lead policy formulation at the intersection of governance, compliance, and financial risk, influencing decisions at the most senior levels of the organization.

**### Key Responsibilities**:

- Spearhead the development, implementation, and refinement of risk management policies across all risk domains, ensuring alignment with organizational risk appetite and evolving regulatory expectations.
- Oversee the full policy lifecycle management process, including periodic reviews, approvals, and exception handling.
- Collaborate closely with functional risk teams to translate complex methodologies into clear, actionable policy language and ensure consistency in control and reporting standards.
- Integrate global regulatory standards (e.g., PFMI, MAS requirements) into internal frameworks and ensure proactive alignment with emerging regional and international regulations.
- Serve as a key liaison during regulatory audits and inspections, articulating the organization's policy landscape and governance to external stakeholders.
- Enhance and maintain the organization’s enterprise risk governance framework, with a focus on clear roles, accountability, and escalation mechanisms.
- Lead the development and periodic review of the risk appetite statement, aligning policies and metrics accordingly.
- Regularly brief senior management, board committees, and governance forums on risk policy updates and strategic implications.
- Partner with internal departments such as Legal, Compliance, Operations, Technology, and Internal Audit to ensure enterprise-wide adherence and integration of risk policies.Engage constructively with external stakeholders, including clearing members, regulators, and industry forums, on matters relating to policy design and risk governance.

**### Qualifications**:
**Essential**:

- Over 10 years’ experience in risk management with a strong grounding in market and credit risk disciplines, ideally within financial institutions or capital markets.
- Expertise in designing and operationalizing risk frameworks within regulated environments.
- Deep understanding of regulatory frameworks relevant to financial market infrastructures, including CPSS-IOSCO PFMI and MAS regulations.
- Demonstrated leadership in managing high-performing teams and influencing policy at the executive level.
- Analytical acumen and sound judgment in navigating complex risk issues and regulatory expectations.Superior communication skills, both written and verbal, with the ability to translate technical content for non-technical stakeholders.

**Preferred**:

- Exposure to product or business management functions in financial services.
- Postgraduate qualifications in finance, risk management, or related disciplines.Professional certifications such as FRM, CRM, or equivalent.
