**BACKGROUND AND PURPOSE OF THE ASSIGNMENT**:
The position is either home based or based in Rome (Italy), with frequent travels (up to 80% of the time), and reports to the global Food Security Cluster Programme and Policy Officer.

‘Information Management’ (IM) and Analysis involves collecting, analyzing, and sharing information through high quality information products designed to assist food security cluster partners make programmatic, evidence-based and strategic decisions regarding aspects of a humanitarian crisis. Sound and effective Cluster Coordination relies on IM & analysis.

The global Food Security Cluster Information Management and Analysis team supports country offices through the provision of technical backstopping on data management, mapping and visualization, data and/or response analysis. The team is also responsible to produce guidance documents and material for field based IMOs and produce global IM products.

The focus of this position is to quickly mobilize appropriate dedicated capacity for information management positions when countries are hit (or forecasted to be hit) by sudden onset emergencies, so as to ensure the quality and the rapidity of the response.

**ACCOUNTABILITIES/RESPONSIBILITIES**:

- Surge deployments to country offices to fill the position of cluster IMO or support IMOs in place during major / new crises. Specific tasks will depend on country context / crisis, but will generally include:

- Support the preparation or flash appeals, or the revision of HRPs: work with the FSC-CC and members to calculate FSC PiN, targets and financial requirements (including prioritization exercises when/as needed)
- Put in place the monitoring system for the response, and adjust / normalize it as time allows; develop and maintain database about FSC partners’ activities (both ongoing and planned), ensure accurate data processing, including data cleaning and beneficiary counting system
- Analyse the collected data, identify major gaps in terms of geographic locations, population groups as well as levels of assistance (e.g., full vs partial rations). Ensure analysis of planned interventions to facilitate operational coordination and identify areas for increased advocacy and fundraising
- Ensure that the information and analyses are visualised and shared through appropriate IM / communication tools and channels: static and interactive dashboards, bulletins / newsletters, sitreps, PPT for partners meetings, etc.
- Develop a calendar of FS-related assessments, compile an inventory (registry and repository) of available assessments and provide FSC partners (and IPC/CH where applicable) with a list of available information/data with respective sources
- Responsible for FSC “admin”: create and maintain Contact directories and mailing lists, maintain updated FSC country and the FSC Relief Web webpages with all relevant material; Create and maintain the country FSC SharePoint space; Assist in organizing FSC Meetings, share agenda, produce minutes etc.
- Conduct capacity building for FSC partners on IM (e.g. on new reporting formats, indicators, etc)
- Liaise with OCHA and IM Focal Points in other clusters, attend IM Working Group meetings or other relevant WG meetings; Support FSC-CC in coordinating with other clusters, highlighting joint responses in dedicated IM products if/as needed
- In the unlikely event that all field needs are covered and no surge is required, the roving IMO will be either deployed on a no-regret basis to operations that have been identified as emerging crises by the gFSC / CLAs, so as to enhance country preparedness to respond to anticipated increased needs, or be deployed in support of existing country cluster IMOs to roll out new FSC IM tools, such as the enhanced forward-looking gap analysis (which looks at FSC partners’ plans taking into account both width and depth of assistance)
- When not deployed, support gFSC IM team efforts towards knowledge management and capacity building (e.g., update of IM handbook and toolbox, trainings for FSC-IM field teams, etc.)
- Any other duties as required.

**QUALIFICATIONS AND EXPERIENCE REQUIRED**:
**Education**:
Advanced University degree in in Economics, International Cooperation, Statistics, Data Management, GIS or other related fields

**Experience**:
Minimum of 3 years of relevant progressively responsible experience in the humanitarian field and emergency context. Experience in Food Security sector is required. Previous experience with inter-agency coordination (and food security cluster in particular) is highly desirable.

**Knowledge and Skills**:

- Strong knowledge of and experience in using advanced Exce
