**What the role is**

SENIOR COMPLIANCE OFFICER (INFO & PERSONNEL)
The Singapore Police Force (SPF) plays a critical role in keeping Singapore safe and secure with our mission to prevent, deter and detect crime.
The Inspectorate and Compliance Office (InCO) provides assurance to the SPF Senior Management by putting in place a sustainable and effective assurance and risk management function on a force-wide basis so as to help them fulfil their oversight responsibilities in Governance, Risk Management and Compliance function, in support of the SPF Mission.
The jobholder is part of the Compliance Division and plays a significant role in planning, conducting and leading risk-based internal audits. He is to work with units to fulfil the department’s responsibilities in Governance, Risk Management and Compliance in order for SPF to achieve its mission. This would involve establishing sustainable effective internal controls and an assurance framework to promote good corporate governance, process and system that build public trust. He is the key facilitator and coordinator between external auditors.

**What you will be working on**

JOB EXPECTATIONS
The jobholder is accountable for the following:
a) formulate and review strategies and policies with regard to the SPF Risk-based Audit System;
b) plan and conduct both compliance and system audit) on SPF’s high risk areas pertaining to personnel management and ICT systems and processes;
c) present audit findings and recommendations ;
d) prepare audit reports incorporating ‘Best practices’ and lessons learnt;
e) review strategies and structures of the risk-based Audit System to provide better advice and assurance to management;
f) coordinate with units within SPF on the planning and execution of annual audit plans;
g) review the strategies and structure of Unit’s Internal Audit Committees;
h) conduct quality review of units’ internal audit reports to ascertain if internal audits are properly conducted in accordance with IMs, policies and procedures;
i) identify trends and systemic flaws and propose recommendations;
j) provide advice and guidance on audit matters to units;
k) plan and organise courses for adjunct auditors to enhance auditing standards and capabilities;
l) organise Audit Workshop and Seminars to promote a Risk Management culture; and
m) prepare Audit Management Reports for SPF and MHA management.

**What we are looking for**

**REQUIREMENTS**:

- Preferably with at least 2 years of relevant experience in governance, risk management and audit or assurance functions;
- Professional qualification such as Certified Internal Auditor (CIA) is preferred
- In-depth knowledge in ICT system and processes.
- Good understanding on Government Instructions Manual, MHA’s Directives and Circulars, Workplace Safety & Health Act.
- Good leadership qualities and ability to work independently and under tight deadline
- Strong analytical skills, resourceful, meticulous, and good interpersonal skills
- Meticulous in planning and possesses the ability for systems thinking
- Possesses good presentation, communication and report writing skills
