Summary
The Finance Staff (FS) formulates, establishes, and maintains Department-wide policies, procedures, and financial systems to support budgeting, accounting, auditing, travel, and other financial management activities. This position is in the FS, Operations and Reporting Group (O&R) responsible for general ledger accounting, GTAS, IPAC, Budget, OTCNet, monthly and quarterly reporting, processing of IPAC transactions, Accounts Payable, TROR, and other Treasury activities.

The duties and responsibilities for an Accountant generally include, but are not limited to, the following:
- Prepares instructions for accounting procedures and implement new accounting programs.
- Conducts cost-benefit analyses, studies and reports.
- Develops and implements accounting policies agency-wide.
- Analyzing and resolving complex issues related to financial transactions; prepares recommendations for management.
- Performs quality assurance reviews of existing and proposed accounting processes.
- Examine accounting documents for proper accounting classification and authorizations.
- Enter and process data into various accounts and the general ledger, and resolving any various.
- Prepare monthly trial balances and financial reports.
- Work independently or in a team environment to research problems and provide responses to requests.
- Performing and Balancing accounting reconciliations using automated tools to determine and support the accuracy of recording transactions and the reliability of reports that are produced.
- Recommending methods to precluded the over-commitment and/or over obligations of funds.
- Confirming accuracy of financial data by analyzing financial transactions, trends, and metric, making adjustments or recommendations to specifications in order to assure proper accomplishment of financial goals.
- Prepares a variety of complex, financial reports requiring a accounting expertise and knowledge of the agency and its programs and operations to include: Statement of Transactions (SF224), Quarterly Report on Budget Execution and Budgetary Resources (SF133) Report on Receivables, Year End closing statements.
- Reconcile General Ledger Accounts and subsidiary account and make appropriated entries.
- Coordinates with preparation of internal and external budget and financial reports related to funds controls and appropriations limitations.
