Duties

This position is located in the External Auditing Branch of the Program Review Division. The incumbent of the position serves as the liaison with outside audit authorities for the division and the Bureau and is responsible for coordination of the liaison related objectives and activities of the Section. The External Auditing Branch operates out of the Central Office and performs national level functions. The section serves as liaison with outside audit authorities, including the American Correctional Association (ACA), the Government Accountability Office (GAO), Justice Management Division (JMD), and the Office of the Inspector General (OIG). This section provides guidance and assistance to field locations preparing for all external audits. The section is responsible for identifying those management principles which assist senior managers of the agency in managing correctional institutions, systems, and programs. Analysts review and evaluate planning methods developed and implemented in correctional institutions, and in regional and central administrative offices.

They determine which plans may assist other sites in developing effective plans to improve operations in all functional areas of the facility. The External Auditing Branch is responsible for providing continuous assurance to the Director that the use of resources and implementation of programs is consistent with applicable laws, regulations and policies that reliable systems of information are maintained and reported to management in a fair and accurate manner; and that programs are operated efficiently and effectively.

**Qualifications**:
To be considered for the position, you must meet the following qualification requirements:
**Education**:
There is no substitution of education for specialized experience for this position.

**Experience**:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience in providing guidance and assistance to field offices in preparing for external audits and experience presenting oral briefings of audits to agency officials.
Experience developing, implementing and evaluating training programs and informal briefing sessions on topics related to the External Auditing Branch and the Program Review Division’s areas of responsibility.
Experience writing and providing oversight of the preparation of reports, summaries, positions papers on evaluations of programs and operations.
Experience identifying significant risk areas in operations and developing solutions or corrective action plans to address these concerns.

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.
