**What the role is**
- The incumbent supports the 2 Director, CHTI in the conceptualizing, planning, developing, implementing, and evaluating of emerging skills for HT officers, in support of the next bound of Home Team Transformation 2030.
**What you will be working on**
- 1. Conduct training evaluations of existing and new emerging skills courses
- Assess and track course evaluation results, key performance indicators and completion rates
- Report findings to HTA senior management
- Share evaluation reports and findings with stakeholders (i.e. TCD/MHQ, HTDs, training service providers)
- Support training evaluation of TCD/MHQ’s digital upskilling plans in new mandatory courses for MHQ officers, with possible expansion to all MHA officers
2. Conduct training evaluations of new and emerging skills with refreshed training implementation plan and review its effectiveness.
- Evaluate and measure effectiveness of overall differentiated and targeted phased training plan
- Engage HTDs to solicit feedback on impact of refreshed training implementation plan
Behavioural Insights Project - Implementation of BI Project Trial, data analysis and assessment of BI trial solutioning
- Monitor and track progress
- Data collation and analysis
- Evaluation of interventions
- Presentation of trial outcomes to stakeholders (i.e. HTA senior management, MHQ, MHQ partners and consultants)
Continue Year 2 of BI Capability Building Programme
- Undergo Year 2 of BI Capability Building Programme (same process as Year 1, includes a 6 monthly 3-hr training sessions)
- Provide guidance to other HTA BI projects
- Work with HTA-appointed BI officers on Year 2 BI Project
- Provide input to HTA overall BI plan, for BI to be incorporated within the training dashboard to nudge and influence positive behaviours such as training safety
Undertake conceptualization and planning functions on the future of emerging knowledge and skills expected of HT officers
- Conduct environmental scans on emerging knowledge and skills expected of HT officers of HT Learners (CLS continues to cover areas related to Trainers and Learning Systems) For example, with the introduction of ChatGPT, the jobholder needs to conduct scans with the aim to (a) educate HT Learners to become smart users of ChatGPT to enhance work productivity; and negative impacts they need to be mindful of, and (b) HT Leaders on governance issues. In the course of his/her work, he/she needs to:
- Conduct research and gather data on changes in learners’ behaviour.
- Assess how these trends may impact HT officers’ future training and development needs
- Review HTA milestone programmes content to ensure currency, relevancy with mínimal duplication within programmes. Given the dynamic operating environment, HT is constantly challenged with emerging threats. HTA need to respond to these challenges by ensuring HTA milestone programmes are well designed. It is important to keep HT learners up to date about emerging trends on evergreen topics such as race and religion, national security and public trust. As an independent party, the jobholder is expected to:
- Bring fresh perspective on the course content and provide new insights that may have not been considered by the Training Centres.
- Provide unbiased feedback on the course content, without being influenced by the working relationships the Centre has with the SME.
- Objectively assess training quality across milestone programmes, ensuring all HTA milestone programmes meets the highest standards and is fit for purpose.
Development of Continuous Education and Training (CET) Communications Plan to seed importance of emerging skills (e.g. hard skillsets such as digital skills and soft skillsets such as HT Values, Principles and Culture)
- Work with TCD/MHQ and HTX to curate communications content on emerging skills theme on MHA iLearn platform
- Conceptualise CET Communications Plan to actively promote and create mindset shifts in HT officers to upskill in emerging skills and close learning gaps
- Curate communication content on emerging skills
- Craft short publicity content on emerging skills
- Identify platforms to promote and broadcast communications
- Track, measure and evaluate the effectiveness of initiatives under the CET Communications Plan
HT Lecture Series on Emerging Skills
- Work with SMEs, HTA Training Centres and vendors to procure and develop HT Lecture Series content on emerging skills for past HTA milestone programme participants
- Organise virtual HT Lecture Series on Emerging Skills
- Conduct evaluation and refine future series
**What we are looking for**
- Knowledge and skills
- Recognised university degree with at least 5 years of working experience, preferably in skills training and development
- Good interpersonal skills and proficient in IT and Microsoft Applications
