**What the role is**
- Youth Residential Service (YRS) is responsible for the rehabilitation, protection and reintegration of youth placed in secure care at the Singapore Boys’ Home and Singapore Girls’ Home. The Homes are gazetted as a Juvenile Rehabilitation Centre for youth offenders dealt with by the Youth Court and as a Place of Safety for youths admitted on a Family Guidance Order, Care and Protection Order or under the Women’s Charter.
**What you will be working on**
- The job holder is required to oversee a team of officers to ensure the efficient and effective planning and management of the rehabilitation regimes and programmes for the residents in SBH.
To fulfil his/her roles and responsibilities, the job holder shall:
- Plan and implement new initiatives to address gaps identified. These include planning and implementing effective programmes and regimes for the eventual intake of older youth offenders, Interest Groups, etc. as well as involvement in the Inter-agency Project implementation;
- Maintain oversight of rehabilitation programmes and regimes, formulate rehabilitation goals and performance and outcome indicators;
- Sieve out best practices that could be infused into YRS regimes and programmes;
- Monitor external trends, evaluate implications and generate strategies to inform or enhance the design and conduct of programmes and regimes;
- Perform the role of programme coordinator to oversee the planning, implementation and evaluation of programmes as well as the proper documentation of the planning, implementation and evaluation of the programmes conducted. Design, collect and analyze data as part of programme evaluation;
- Forecast the budgets for each financial year and track the budget utilization closely throughout the financial year for timely intervention. Report updates on budget expenditure. Liaise with Corporate Services Unit, Auditor-General’s Office and other relevant parties on financial matters;
- Work closely with specialist units in YRS where programmes targeting at the risks and needs of the residents are concerned as well as sector staff and vendors for programmes aimed to enrich the lives of the residents. In the case of programmes to be procured from vendors, to work closely with the Procurement Management Unit throughout the tendering process;
- Monitor and manage the procurement processes and contracts as well as carry out any necessary follow up action properly and promptly;
- Process, verify and certify payments made to suppliers, vendors and/or service providers for any goods and services procured;
- Engage vendors to coordinate and implement the programmes for the residents;
- Provide logístical support. Work with internal and external stakeholders to ensure efficient and effective planning as well as smooth and successful implementation of programmes and initiatives;
- Conduct literature reviews and research related to youth rehabilitation; and
- Perform any other adhoc tasks that are assigned by YRS to improve the operation of the Homes.
**What we are looking for**
- Requirements:
- Preferably 2-3 years’ experience in leading a team in programme planning and development.
- Strong analytical, problem-solving, interpersonal, collaborative and communication skills as well as good writing skills;
- Ability to work independently, is self-driven, proactive, resourceful, meticulous, and adaptable to change;
- Keen interest to manage procurement, budgets, contracts, vendors and financial matters; and
- Relevant knowledge and experience in finance, procurement, budget and contract management.
