1.1. Board Function:
The primary job responsibility of the ESH Manager is to ensure environmental, safety, and health compliance by ensuring the plant's operations align with regulatory requirements. The manager is responsible for implementing and maintaining ESH programs, policies, and procedures to minimise environmental impact, prevent accidents, and promote a safe and healthy work environment for employees. The manager collaborates with cross-functional teams, provides guidance and training to employees, and fosters a culture of ESH awareness and responsibility throughout the organisation. They are responsible for monitoring and reporting ESH performance within the Company and liaising with regulatory agencies and participating in audits and inspections to ensure compliance with ESH regulations.

1.2. Job Description / Responsibilities:
1.2.1. Ensure Plant Process Safety Updates and Manage (MHI) Safety Case

1.2.1.1. Lead Safety Case related items according to MHI Regulations.

1.2.2. Oversee and manage the budget and expenditure for ESH.

1.2.2.1. Approve the purchase of consumables and equipment.

1.2.3. Ensure the Company complies with Legal, regulatory, and other (stakeholders) requirements.

1.2.3.1. Support major shutdown activities.

1.2.3.2. Manage legal register as part of the monitoring of compliance.

1.2.3.3. Arrange and monitor annual assessments (stacks, IHM, Noise assessments)

1.2.3.4. Arrange health assessments for employees.

1.2.3.5. Lead EAI and Risk assessment program for all process-related modifications.

1.2.4. Manage ESH Related Work Procedure / SOP & ad hoc task as assigned.

1.2.4.1. Develop / review and update related procedures / SOPs.

1.2.5. Manage communication with internal and external stakeholders on ESH matters.

1.2.5.1. Communicate to authorities for licensing regime for modification/increase of hazardous substance quantity.

1.2.5.2. Incident Investigation and Non-Conformance reporting to authorities.

1.2.6. Manage and oversee all ESH training in the Company.

1.2.6.1. Arrange external and internal training related to ESH.

1.2.7. Responsible for staff development and training to ensure optimal competency.

1.2.7.1. Conduct regular coaching and feedback sessions with employees.

1.2.7.2. Monitor the performance of employees.

1.3. Requirements:
1.3.1. Degree in ESH / Chemical Engineering or equivalent

1.3.2. Level C WSH competency certification.

1.3.3. Certified in confine space assessor / WAH Assessor.

1.3.4. Certified in Biz Safe level 2.

1.3.5. Min 5 years of relevant working experience with at least 3 years in a similar capacity

1.3.6. Vendor Management

1.3.7. ISO Management

1.3.8. Have experience liaising with government authorities.

1.3.9. Intermediate MS Office

1.3.10. People Management to manage the ESH team to achieve the Section’s KPIs constantly.

1.3.11. Knowledge of ISO 45000, SS651 & 14000

1.3.12. Ability to conduct risk assessment EAI assessment.

1.3.13. Ability to lead in accident investigation.

1.3.14. Has working knowledge of ACTA framework.

1.3.15. Planning and Organisational skills and plan and organise the assignment of tasks and deployment of resources.

1.3.16. Good written and spoken communication skills.

1.3.17. Passionate with WSH requirements

1.3.18. Person with integrity

1.3.19. Firm and assertive when handling issues and employees

1.3.20. Flexible, willing to go for extra mile.

1.4. Others**:
1.4.1. Location: Jurong Island (Company Transport provided)

1.4.2. Commence work: ASAP.

1.4.3. Applicants can work in Singapore without requiring a work pass.

1.4.4. Working Hours: Mon ~ Fri from 8:00 am - 4:45 pm

1.4.5. Salary Range: 4.6k and above depending on relevant working experience.
