**What the role is**
- [Public Service Commission Secretariat]
The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat provides secretariat support to the PSC. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity. One significant non-statutory role of the PSC is the award of PSC scholarships for undergraduate and postgraduate studies. The Secretariat assists in the formulation of scholarship policies, talent attraction and development of PSC scholarship holders as potential future leaders in the Public Service.
**What you will be working on**

Reporting to the Assistant Director (Conduct, Discipline & Secretariat), you will be part of the team that formulates policies, rules and standards of conduct/discipline in the Public Service. Your role will also involve supporting the PSC’s work in ensuring that cases requiring the PSC's independent oversight are processed efficiently and effectively, thereby enhancing confidence and trust in the Public Service.
Job responsibilities:
- Formulate and review discipline policies and processes across the Public Service to meet the needs of the changing environment and provide advisory and capability-building services to Ministries and Statutory Boards on the same.
- Engage and provide guidance to Ministries and Statutory Boards on discipline issues.
- Evaluate and analyse cases requiring the PSC’s independent oversight to ensure that cases are processed in a fair and efficient manner.
- Liaise and work closely with relevant departments and/or stakeholders to ensure robust review of cases and accuracy of facts.
- Prepare approval papers and seek the relevant approving authorities’ decision on the recommendations made for the cases in a timely manner.
- Collate and analyse discipline returns and statistics.
- Develop and prepare materials for dialogues and discussions on discipline matters.
- Develop deep expertise and specialist knowledge in relevant legislations and frameworks, and stay abreast of external practices that can be adapted for use in the Public Service.
- Assist in systems enhancement work and provide inputs on design specifications to internal and external stakeholders.
- Perform secretariat support on administrative and logistics matters for Public Service Commission meetings, promotion, and scholarship interviews.

You also possess strong writing and interpersonal skills to engage and influence the stakeholders.
- [Analytics] Strong planning and analytical skills to leverage the use of data and research to generate insights.
- Prior experience in HR systems-related work would be advantageous.
