Singapore ROTARY ELECTRICAL & INSTRUMENTATION PTE. LTD. Full time

**ROLES & RESPONSIBLITIES**
- Report to the Project Manager at site and to Corporate HSE at HQ.
- To have and maintain good daily attendance and punctuality. To notify PM / Corporate HSE at least two days in advance before going on leave for less than three days. In case of three or more days of leave, then to notify at least one week in advance.
- Familiarise with Rotary IMS procedure as well as HSE Manual and develop project HSE plan to comply all legal and other requirements in accordance with Rotary HSE requirements.
- Ensure effective communication and implementation of Project HSE plan as well as Rotary and Client HSE programme.
- Assist the Project Team to achieve our Rotary as well as REI Policy, Objectives and Targets with proper implementation of management programmes.
- In-charge of overall HSE department at project site and to administer HSE personnel as well as project members with their HSE performances as per the plan. Be the focal point for all HSE matters for the Project.
- To organise site HSE team by assigning clear HSE roles and responsibilities to the team members, in consultation with PM as well as Corporate HSE.
- Facilitate the project manager to arrange for periodical management site walk with necessary follow up actions as well as reports.
- Involve in conduct and review of Method Statement, Risk Assessment or Job Safety Analysis. Assist the project team in implementation of Risk Control Measures at Site.
- Monitor and measure overall HSE performance of the project as well as outcomes with necessary reports and communicate to all the relevant parties with necessary follow up actions.
- Initiate Disciplinary actions against HSE personnel as well as other project members if found any serious non compliance or failure to discharge HSE responsibilities in consultation with project Manager as well as Corporate HSE.
- Establish and ensure proper reporting and documentation for all HSE activities in accordance with HSE plan as well as IMS procedure. Communicate the reports to all necessary parties and to Corporate HSE.
- Ensure that all the necessary teams like Emergency Response Team, Rescue Team, Lifting Team, First-Aider, etc., at project Site.
- Develop and implement environmental control programmes in accordance with legal and Client requirements, if any.
- Participate in all Client's HSE programmes as well as meetings and communicate to the project team members for their follow up actions and compliances.
- Assist the project manager in developing and delivering training programmes as per the pre-planned schedule. Communicate the training schedule and other training records to Corporate regularly.
- Assist in develop and implementation of necessary plans like Lifting Plan, Fall Prevention Plan, Fatigue management plan, etc.,
- Maintain and control all mandatory and other HSE documentation as per Rotary HSE Manual, with proper filing.
- Deliver other duties/work scope related to HSE as assigned by Project Manager and Corporate HSE.
- Ensure proper HSE communication and coordination among the project teams by necessary briefings and meetings. Participate in weekly meetings and input HSE with necessary minutes.
- Directs the issuance of Notices of Non-Compliance to contractor/subcontractors found in violation of the HSE rules & regulations. Follows-up to ensure compliance.
- Assist in incident prevention as well as facilitate investigation by the team and reporting in case of any incidents at Site. Ensure proper communication to all the relevant parties as well as Corporate HSE on incidents as per the Rotary HSE Manual.
- Ensure regular HSE Inspections by all HSE personnel as well as Site personnel & rectify any unsafe practices and conditions at the worksite. Identify preventive measures and recommend to the project management.
- Stop any unsafe work or condition if there is any imminent danger to human life or potential major incident / emergency.
- Ensure project Site machinery / equipment maintenance regime with necessary inspections and service records as well as safety provisions.
- Ensure that all lifting gears, appliances, electrical equipment are inspected monthly and that the register, colour coding and records are up to date
- Responsible & accountable to ensure that all site activities adhere to legal regulations, including Environmental regulations.
- Facilitate and conduct all HSE audits from both internal and external parties.
- Establish and maintain good working relations with the client. Maintain daily contact with Client and / or Owner safety personnel to keep up with their concerns and new programs to be implemented
