**BACKGROUND AND PURPOSE OF THE ASSIGNMENT**:
WFP is committed to uphold a zero-tolerance policy to Sexual Exploitation and Abuse (SEA). WFP’s PSEA Policy—Executive Director Circular on Special Measures for Protection from Sexual Exploitation and Sexual Abuse (PSEA) was adopted on 15 December 2014, and implements the United Nations Secretary-General’s Bulletin, Special Measures for protection from sexual exploitation and sexual abuse (ST/SGB/2003/13).
In March 2018, the Ethics Office was appointed WFP Organizational Focal Point for PSEA and became responsible for overall coordination of PSEA efforts globally. Since then, the Ethics Office has been facilitating a multi-disciplinary approach to PSEA, including identifying good practices, supporting interagency coordination and UN coherence, and providing advice and guidance to employees on SEA prevention and response.
The NGO Partnerships Unit provides guidance and country office support worldwide in their day-to-day management of cooperating partnerships, as well as for NGO partners regarding how to work with WFP.
The Ethics Office and NGO Partnerships Unit work in close collaboration on PSEA matters related to NGO partnerships, this includes PSEA capacity assessment and capacity building.
The Consultant (PSEA and Partnerships) will report jointly to the Senior advisor (PSEA) and the Global Technical Advisor (NGO Partnerships) and work collaboratively with other members of the Ethics Office and the NGO Partnerships Team. This position is home-based.
**ACCOUNTABILITIES/RESPONSIBILITIES**:
- Coordination of the WFP pilot and roll out of the UN Implementing Partner PSEA Capacity Assessment.
- Develop an Implementing Partner PSEA Capacity Assessment implementation plan for WFP.
- Strategic guidance and training to selected pilot country offices on the joint UN Implementing Partner PSEA Capacity Assessment and provide training and webinars on PSEA for Partnerships as requested using ETO/NGO Partnerships tools.
- Strategic guidance to both CP management staff and PSEA Focal Points on how to conduct verifications of PSEA Self-Assessments and to support CPs in developing and implementing an implementation plan outlining appropriate risk mitigation measures, including capacity building and monitoring, and outlining steps for the partner to increase the number of PSEA standards.
- Lead the development of training of trainers modules for the continuing implementation of the PSEA capacity assessment tool.
- Conduct regular data analysis, documentation of lessons learned and case studies and good practices from country offices.
- Lead the organization and facilitation of a global workshop to share best practices and lessons learned from pilot countries.
- Contribute to development of PSEA approach/framework for government implementing partners.
- Represent WFP in interagency coordination and collaboration on PSEA for partnerships, as requested.
- Conduct “Speak up
- Sexual Misconduct” training on PSEA and Sexual Harassment and Ethical Values sessions to relevant Country Offices, as required.
- Provide PSEA field support through technical advice/trainings to Country Offices, as needed
- Provide ad hoc support (as requested) to Country Offices implementing the UN IP PSEA Capacity Assessment and that are not included in the six selected piloting countries.
- Support the Ethics Office/NGO Unit within the scope of the PSEA portfolio and the skills of the Consultant, as requested and agreed.

**DELIVERABLES QUALIFICATIONS AT THE END OF THE CONTRACT**:
The expected key outputs of the consultant are:
- Coordination of the UN Implementing Partner PSEA Capacity Assessment | IASC (interagencystandingcommittee.org) pilot implementation (including planning, design, interdivisional and interagency consultation and coordination).
- Training of Trainers modules for CP management staff and PSEA focal points for the continuing implementation of the PSEA capacity assessment tool.
- Compilation of lessons learned/case studies.
- Global workshop.
- Learning reports for training sessions conducted.
**QUALIFICATIONS AND EXPERIENCE REQUIRED**:
**Education**:
- University degree in political science, communications, other social sciences or other relevant field. Advanced degree preferred.
**Experience**:
- A minimum of 6 years of relevant experience.
